Photos: Police arrest woman for torturing her stepson with hot iron in Kaduna

 has been arrested by the Kaduna state police command, for torturing her 4 year old step son, Al-Amin, with hot iron at their home on Kura Street Layin Aminu Kano Mando in Kaduna state. The child's mother got separated from his father some months back and Al-Amin had no choice but to live with his father and step mother. Amina has not given any valid reason for her brutal attacks on Al-Amin. Witch!

What a helluva week for a man who turns 74 today. In one day, in his birthday week, he flew from Abuja to Monrovia, from there to Freetown, and then to Banjul, in The Gambia. He held meetings lasting many hours, then flew to Freetown, again to Monrovia, and then returned to Abuja by 3.20 a.m. In the afternoon of that same day, when most of those who traveled with him would have given anything to be in slumberland, he presented the 2017 budget proposals to the National Assembly. If I am lucky to live to that age, I don’t wish to run such punishing schedule.
But for that reason was Muhammadu Buhari born on December 17, 1942, in Daura, present day Katsina State. For that reason, he came to the world. To serve humanity, serve his country, and make a huge difference. He was sent here to show that it is possible to be squeaky clean, play according to the rules, and live for others, not for primitive accumulation.
The word came out on Monday, a public holiday. We were headed for Gambia the next morning, and we must set forth at dawn. For we were returning to Abuja the same day. By 6 a.m, we were on the way to the airport. A few minutes past 7 a.m, the great bird lifted into the sky. The peace shuttle had begun.
What took President Buhari out at short notice was the developing situation in The Gambia. President, Professor, Dr, Alhaji Yahya Jammeh, who had taken power from Sir Dauda Jawara 22 years earlier in a military coup, and who had transmuted to a civilian ruler along the way, had suddenly recanted on an election he lost, and over which he had congratulated the winner. Jammeh said the scales had fallen from his eyes; he had seen the light, and the defeat he had conceded was no longer so. The election was flawed, and there must be a new exercise under a “God-fearing electoral commission.”
This was deja vu. Another Gbagbo scenario, as we had seen in Cote D’Ivoire? A playback of 1998 Sierra Leone, in which ECOMOG troops, led by Nigeria under Sani Abacha, had flushed out the military junta led by Johnny Paul Koroma, which had ousted President Ahmad Tejan Kabbah from power? Will the President, Professor, Dr, and Alhaji be given the Gbagbo and Koroma treatment? It seemed inevitable. But blessed are the peacemakers, for they shall be called the children of God. Buhari of Nigeria, Ellen Johnson-Sirleaf of Liberia, Ernest Bai Koroma of Sierra Leone, and John Mahama of Ghana, decided to wave the olive branch. It was time to try and talk some sense into Jammeh’s head. The presence of Mahama in the team was significant, as he had also conceded defeat in the presidential election held in Ghana only a few days earlier.
After a flight of two hours and forty minutes, we landed in Monrovia. We took aboard Johnson-Sirleaf and some of her aides. A few days earlier, in her capacity as chair of ECOWAS, she had headed for The Gambia. Jammeh did not give her plane permission to land. She had to return home.
Liberia. Land of blood caused by greed for power. Samuel Doe. Yormie Johnson. Charles Taylor. Many others. They wanted power and did not mind turning their country into a killing field. Very sad.
After 47 minutes, we landed in Freetown. Some years back, the town had not been free. The same lust for power. Foday Sankoh led what he called the Revolutionary United Front (RUF), and his type of revolution was to chop off the hands of innocent people. If he cut it at the wrist, he called it long sleeve. If he butchered at the elbow, he called it short sleeve. Sierra Leone was filled with thousands and thousands of amputees. Sheer madness!
But the day of reckoning came, as it always does. Sankoh was arrested, and put on trial. He fell ill, was wheelchair bound, and eventually died. He escaped the justice of man, but not of God. I was editor of Daily Sun when he died. I remember my headline: ‘Foday Sankoh goes to hell.’ The Mirror of London went the same way. NEXT STOP: HELL. That was the paper’s headline. You can accuse us of being judgmental, playing God. But as far as human beings knew, Foday Sankoh had no other destination. Only hell, to keep a date with his master, Satan.
But I digress too much. We are talking of a peace shuttle in a birthday week. Yes, we took on board President Bai Koroma and his aides, and we were on the way. An hour later, we were overflying Banjul. Would we be permitted to land, or given the Johnson-Sirleaf treatment? Happily, the big bird swooped down, and we landed. I was back in Banjul, 12 years after my last visit. Everything seemed the way I had left it. Only Jammeh had changed. From conceding defeat to calling for another election.
The three presidents joined John Mahama of Ghana at the Coco Ocean Hotel, a lovely resort by the sea. Would the waters be turned crimson red soon? God forbid. That was why the peacemakers were around. For the next seven hours, they met with Adama Barrow, the victor in the election, the leadership of the electoral commission, a delegation of the coalition that gave Barrow victory, Security Chiefs, and many others. Twice, they met with Jammeh at the State House. Before proceedings began, and after. What were they asking for? Simple. Respect the Constitution of your country. Honour your word, and uphold the results of the election. Vacate power next January, as decency requires.
There was no positive commitment from Jammeh, and the parley continues, as ECOWAS meets in Abuja today. On his 74th birthday, President Buhari, instead of wining and dining, would be hosting leaders of the West African sub-region. For that reason was he born. For that purpose was he sent to Nigeria. To serve the country, serve humanity, and show that things could be done differently.
By 10 p.m Nigerian time (9 p.m Gambian time) we boarded the presidential jet. I remembered a primary school song:”Oh Nigeria, oh my native land, Never again may I roam. I’ve been to Ghana, I’ve been to Sierra Leone, I’ve been to Gambia, I’m going back to my native land, never again may I roam.”
It was a day of roaming, but for a good cause. We dropped off the Sierra Leonean contingent first. Freetown, the land of my father. In 1955, my father had sailed from Nigeria to Sierra Leone, in search of the Golden Fleece. He had gone to study at Fourah Bay College, from where he took a degree in Economics, and returned home in 1959. He took to teaching and retired as a school principal in 1971. He had good stories to tell us about Sierra Leone. That was before the country lost its innocence, erupting in an orgy of killings.
We dropped off the Liberian contingent and headed for Abuja. If we had gone straight, we needed only two hours and forty minutes. We spent five hours and five minutes. Double that, and we had spent more than 10 hours in the air, all in West Africa. Blessed are the peacemakers…
Yesterday, President Buhari gave out one of his daughters, Zahra, in marriage. Today, he would be with ECOWAS leaders for most of the day. How do you remind him it’s his birthday? On Wednesday morning, we had got back to Aso Villa at 4 a.m. By 2 p.m, the President was presenting Budget 2017 to a joint session of the National Assembly. On Thursday, he was in Lagos to commission a ship at the Naval Dockyard. What a helluva birthday week! I repeat. If I am lucky to live till 74, I don’t want to run such punishing schedule.
Some people say they used to give them some injections in the military that make them go on and on. True? False? I don’t know. We saw the same of former President Olusegun Obasanjo, also a retired General, who worked endless hours. Could the injection theory be true? Somebody, please confirm.
The man, the people, call Mai Gaskiya ( the honest man) turns 74 today. I wish him longer life, in good health. The sailing may be rough and tempestuous on the economy front now, and some people are shouting; carest thou not that we perish? We are hungry and dying. But Nigeria will get to halcyon shores. Buhari Salutes Nigerian Army For Colourful Parade On 74th Birthday




President Muhammadu Buhari on Saturday marked his 74th birthday anniversary with a special birthday parade and inspection of the Guard of Honour mounted by the Nigerian Army.
The News Agency of Nigeria (NAN) reports that the event, which took place at the fore-court of the Presidential Villa, Abuja, witnessed the Inspection of Guard by the president.
The Guard Brigade, headed by the Commander, Brigade of Guards, Musa Yusuf, also performed a Special Birthday Silent Drills, accompanied with special military birthday song in honour of the president.
President Buhari also cut a birthday cake and released 74 pigeons from a cage as part of the activities marking the anniversary.
NAN reported that President Buhari also signed birthday anniversary register where he wrote: “I am impressed with the special drills presented by the Guard Brigade.’’
NAN further reported that service chiefs, Inspector General of Police, Ibrahim Idris; some ministers, including Lai Mohammed and Muhammad Bello of the FCT; Chief of Staff to the President, Abba Kyari; Presidential spokesmen, Femi Adesina and Garba Shehu attended the event.

Buhari gives daughter out for 12 gold coins



Abuja - President Muhammadu Buhari’s second daughter, Zahra, married an oil magnate, Ahmed Indimi, on Friday.
The wedding, which garnered lots of media attention, took place at the National Mosque in Abuja.
A representative of the Indimi family, who spoke on condition of anonymity, said the groom’s family paid 12 gold coins — valued at N250 000 — as bride price to the Buhari’s family.
It was learnt that the Sarkin Fulanin Daura, Alhaji Yusuf Sani, gave out Zahra on behalf of the Buhari family.
Meanwhile, the bride took to her Instagram account on Friday to share some of her wedding pictures.
In one picture where she was dressed in a blue traditional wear, Zahra described herself as a “proud Fulani bride” who has a great deal of respect for tradition.
“I respect tradition; it is what makes us unique. For my ‘kamu’ (a ceremony whereby the groom’s family comes and negotiates with the bride’s friends for her release), I insisted on wearing the rich blue traditional Fulani fabric that was worn by generations before us. I am proudly (a) Fulani bride,” she wrote.

Goodbye Biafra: Ohanaeze Ndigbo chieftain says Igbos can't leave Nigeria, lists reasons

A report credited to Dr Joe Nworgu, the secretary general of the Ohanaeze Ndigbo that every Igbo adult supports the agitation for Biafra has been rebuffed by another chieftain of the group.

In an interview with The Sun, Osita Okechukwu, another chieftain of the pro-Igbo group, noted that contrary to Nworgu's claims that the marginalisation of the Igbos worsened under incumbent president Muhammadu Buhari, it reigned supreme during ex-president Goodluck Jonathan's tenure

Okechukwu, a former spokesman for All Progressives Congress (APC) in Southeast before his appointment the director general, Voice of Nigeria, noted that the Igbos do not have any reason to secede from the country as is being portrayed by those agitating for Biafra.
While asking his fellow Igboman to apologise to the Igbos for the comment he made, rather than criticise the incumbent for marginalising them.
The VON DG argued that majority of Igbos in the country are not in total support of the calls for Biafra because they are still 'at home' in Nigeria.
"For the avoidance of doubt, from my brief analysis of the actions of Dr Joe Nworgu, my in-law and big brother, in particular, he should apologize to Ndigbo for not only sustaining the marginalization of Ndigbo, but reaping from it.
"Did he harvest the plumb and eminent position held in Ohanaeze, either to fix federal roads: Arochukwu – Umuahia, Umuahia – Uyo-Calabar, Port Harcourt – Enugu, Enugu- Onitsha roads etc.
"May I ask, is it possible that Dr Nworgu and co after voting for Jonathan in 2011 and Ndigbo collectively did not benefit from the action as our roads and infrastructure collapsed; called for votes for Jonathan again in 2015, and canvassed heavily, to the extent of accusing Buhari of going to Islamise Nigeria, without stomach infrastructure; what was their agenda?" he queried.

A shoe seller-turned car dealer who found a niche in the robbery world and specialised in robbing taxi drivers, has make some shocking revelations.
A  49-year-old native of Otukpo in Benue State, identified as Garba Ibrahim, who found a niche in the robbery world and specialised in robbing taxi drivers, has revealed that his robbery method was so fool-proof that he did not think he could ever fail.
According to Punch Metro, the suspect’s simple and seemingly harmless way of dispossessing taxi drivers of their vehicles, took him across Abuja, Benue and Kogi states, where he operated until the long arm of the law caught up with him.
While confesing his crimes at the Force Headquarters in Abuja when he was apprehended, told police investigators that, “With only biscuit, I can rob any taxi driver. I usually lace the biscuit with drugs.”
When Ibrahim was caught by operatives of the Inspector-General of Police Intelligence Response Team, eight vehicles were recovered from him. They were the remaining of many vehicles he stole and had yet to dispose of.
He said in the statement he made to police investigators that he was married with four children and started his criminal activities just few months ago, when he realised robbing taxi drivers was not that difficult.
The suspect said he discovered the method of drugging taxi drivers by chance.
He said, “It all started when I chartered a cab from Makurdi to Gboko. On the way, I stopped over at a restaurant to buy food, part of which I offered to the driver. We bought Semovita and drove to a place and started eating. He started feeling dizzy.
“I then took out his floor mat from the car and told him to sleep on it. But before he slept off, I took the car key. As soon as he slept off, I drove the car, a Volkswagen Golf 3 to Otukpo and I sold it to a man called Chiama for N500,000.
“Fourteen days after I robbed that driver, I travelled to Abuja and boarded another cab. I asked the driver to take me to Sheraton Hotel. I paid him when we got there and asked him to wait so he could take me back. I entered the hotel to make him think I was rich. But I went to the pool side and sat there for some time.”
Ibrahim said after a while, he went out to meet the driver and told him to take him to another hotel. When they got there, he said he paid for a room and told the driver to follow him inside to collect his fare.
The suspect said, “Once inside the room, I told him I needed to eat something fast and asked if he wanted something to eat too. I brought out bread and biscuit from my bag. I had already put some sleeping drugs on them.
“I took one of the biscuits and gave the rest to him, which he took and ate. Soon after, he slept off. I then took his key and left with the key. I drove the vehicle to Kano State and I sold it to one Abdulrahman for N600,000.”
The police have said Ibrahim would soon be charged to court as soon as investigation is complete.

FUNAAB governing council recalls 23 sacked workers



Abeokuta -The Governing Council of the Federal University of Agriculture, Abeokuta, is set to recall 23 sacked members of staff of the institution.
The decision was said to be contained in a communique issued at the end of the 91st Meeting of the council, held at the National Universities Commission, Abuja and signed by its Acting Registrar and Secretary, Obafemi Oginni.
The Head of the Directorate of Public Relations of the institution, Emi Alawode, disclosed this on Friday in a statement released in Abeokuta, a copy of which was made available to our correspondent.
It stated that the decision to recall the sacked workers was taken following series of appeals from within and outside the university community.
However, the council in the communique had directed that each of the 23 members of staff concerned, should, within 48 hours, send a Letter of Appeal to the Secretary, Council Committee on Investigation of the Lingering Industrial Unrest and Tension, Acting Registrar’s Office between Friday, December 16th And Monday, December 19th 2016.
Other resolutions reached at the meeting, according to communique, include: The constitution of a committee to investigate the lingering industrial unrest and tension in the institution.

Lagos State to Commence Sale of N13,000 “Lake Rice” Next Week



The Lagos State Government on Friday said it could not commence the sale of its “Lake Rice” on December 15 as earlier planned to ensure that plots to hijack the project was averted.
Sanni Okanlawan , Special Adviser on Food Security to Governor Akinwumi Ambode , said that the rice will be on sale from next week
The government had planned to sell the rice at N13,000 per 50kg bag at the 57 Local Government and Local Council Development area headquarters from December 15.
Okanlawon said that the government was installing mechanisms for Lagosians to celebrate the best Yuletide without hiccups posed by money bags.
“We are working out the modalities to make sure that what the government intends to sell at N13,000 was not hijacked and sold to Lagosians at N15,000, that is what we do not want. From all indications, hopefully, by next week Lake Rice will be out, so, we want everything to be in place before it is out,’’ Okanlawan said.
The Lagos State government had on December 8 promised that it was ready to roll out Lake Rice on December 15 to Lagosians.
Okanlawon made the disclosure during the Lagos Chamber of Commerce and Industry National Agriculture Stakeholders Summit.
“Lake Rice is the acronym of both Lagos and Kebbi States joint product which will be out to the public on Dec. 15 at a cost of N13,000 per 50kg bag as it is already subsidised by the government. To make it more available, the rice will be sold at the 57 LGA’s and LCDA’s for easy accessibility and to guard against unwanted persons diverting the product, the state has put in place a committee,” he had said.
Lagos State had in March signed an MoU with the Kebbi State Government to produce rice paddy to be milled and packaged in Lagos State.

Ugandan Court Issues Arrest Warrant For Wizkid, Manager



Ugandan Face TV, through its lawyer, Fred Muwema, has obtained a warrant of arrest for Nigerian musician Wizkid and his manager.
Wizkid was alleged to have failed to honour a US$60,000 contractual obligations to perform at a concert in Uganda on December 3.
Part of the reasons for the cancellation of the planned concert was due to health concerns. Wizkid in a series of tweets apologized for annulling concerts he was billed to perform in December and January as advised by his doctors.

The Rivers State government has denied an audio recording released alleged to be that of Rivers State Governor, Nyesom Wike, calling it a technological contraption.
According the audio recording , a voice purportedly of Governor Wike is heard in a telephone conversation arranging payment to some persons who are supposedly officials of the Independent National Electoral Commission (INEC) in exchange for their help in rigging the recently concluded legislative elections in the state.
In a statement by the Commissioner of Information, Austin Tam-George, the government said that the Governor had no contact with any INEC official.
The statement reads: “We categorically deny these latest allegations as a sick fabrication, an outright lie. Governor Wike never made any contact with INEC officials, in person or by Their publications are typically false, and the writers are professional hawkers of fiction.
“No one would have thought that the APC and its cowardly media allies would resort to an audio impersonation of Governor Nyesom Wike, using a voice changer technology. The voice changer technology is often used by teenagers mainly in South Korea and Japan to launch innocent technological pranks at each other, mainly for laughs.

Amina Mohammed’s appointment, an honour to Nigeria – Buhari


Abuja - President Muhammadu Buhari has endorsed the appointment of the Minister of Environment, Mrs. Amina Mohammed, as the new Deputy Secretary-General of the United Nations, describing it as a welcome development.
In a statement issued by his Senior Special Assistant on Media and Publicity, Malam Garba Shehu, Buhari expressed happiness that Mrs Mohammed would join the next United Nations Secretary-General Antonio Guterres as his Deputy.
The statement said the president spoke with the in-coming Secretary- General, Guterres, who called earlier this evening to inform him (President Buhari) of his decision to pick Mrs Mohammed as the Deputy Secretary-General.
“President Buhari used the opportunity to reiterate his support and congratulations to Mr. Antonio Guterres on his upcoming tenure in the service.’’
According to the statement, the president endorses the “excellent selection of Amina J. Mohammed as the next Deputy Secretary-General of the United Nations.
“By her appointment, Nigeria has been honoured,” the President was quoted as saying.
President Buhari thanked Mrs. Mohammed for her untiring contribution to transform Nigeria and said he looked forward to sustained collaboration between the UN and Nigeria.
He said he had no doubt that she would continue to make Nigeria proud at the global level.
The statement added that: “It is expected that the Minister of Environment will be transitioning to her new role in March 2017.
“In the meantime, it is expected that she will continue to lay strong foundations with various important ongoing initiatives critical to the government’s success in the Environment sector.
“These include, but not limited to, implementation of our Nationally Determined Contributions (NDCs) under the Paris Climate Agreement, the successful launch of the Sovereign Green Bonds in 2017, the ongoing Ogoni cleanup and development of the Great Green Wall.”Amina

Before joining the UN, Mohammed worked for three successive administrations in Nigeria, serving as Special Adviser on the Millennium Development Goals.
She provided advice on issues, including poverty, public sector reform and sustainable development, as well as coordinating poverty reduction interventions.
She is also an Adjunct Professor in Development Practice at Columbia University, and serves on numerous international advisory boards and panels, including the UN Secretary-General’s High-level Panel on Post-2015 Development Agenda.
Others include the Independent Expert Advisory Group on the Data Revolution for Sustainable Development, and the Global Development Programme of the Bill and Melinda Gates Foundation.
She is also a member of the UN Secretary-General’s Global Sustainability Panel, the African Women’s Millennium Initiative, Girl Effect and the ActionAid International Right to Education Project.
Born in 1961, and educated in Nigeria and the UK, Mohammed is married and has six children.
Guterres had hinted on Monday after he took the oath of office that gender parity would be top of his agenda as the UN scribe.
“I think that one very important element of the agenda would be to give a clear signal that gender parity is a must and so in the appointments I will be making.
“And the first ones would be announced soon. You’ll see that gender parity will become a clear priority from top to bottom in the UN and it will have to be respected by all.”
“This is a very ambitious agenda, an agenda that must be for both woman and man, and that is why parity is so important in our reform perspectives.
“That is also why the empowerment of women is so important in everything the UN will be doing around the world,” the incoming UN scribe said.
Guterres succeeds outgoing secretary-general Ban, who bows out on Dec. 31, 2016 after a decade of two terms, while the new secretary-general assumes office on Jan. 1, 2017, for the next five years.

Woman gives birth to baby with two heads in Lagos





Lagos - The Ogudu area of Lagos state was thrown into frenzy, following the birth of a baby girl with two heads.
According to reports, the baby has two heads with oxygen tube strapped on each. She equally has a neck, chest, two legs and two hands. A rare condition which in medical parlance, is known as Parapagus.
It is a rare form of partial twinning where there are two heads and two necks side by side on one torso.
Doctors at Med-In Specialist Hospital, Osogbo Street, who took the delivery, said the baby was born around 6:30pm on Tuesday through an elective caesarean section.
The Nation reports that at the hospital on Wednesday, the baby was resuscitated and transferred to the Lagos University Teaching Hospital (LUTH) for advance care.
According to one of the nurses who was in the delivery room, they had prepared two cots for each of the twins but were shocked when they saw that they were conjoined.

Magu’s confirmation :Femi Falana Blast Senate



Human Rights Activist, Femi Falana, SAN, has reacted to the Senate rejection of Ibrahim Magu as EFCC Chairman.
Falana said that the decision not to consider Magu for the position was taken by a section of the Senate and not the whole house thus, it is null and void.
He said “Section 2 (3) of the Efcc. act 2004 provides that “The chairman and members of the Commission other than ex officious members shall be appointed by the President subject to the confirmation of the Senate.”
“Since it was the executive session of the Senate that took the decision not to confirm Mr. Magu, the Senate has not taken a decision on the matter. In the entire history of the Senate an executive session or Committee of the Senate has never been allowed to usurp the statutory power of the Senate with respect to the confirmation of nominees of the President of the Republic
“The announcement credited to the Bukola Saraki-led is that Mr. Magu’s confirmation could not be considered based on a security report. The purported security report was not presented on the floor of the Senate. To that extent the refusal of the executive session of the Senate to circulate the report and allow the Senate to take a decision is an insult on the integrity of the entire Senate.
“Since the said report was prepared by the management of the State Security Service it is crystal clear that the refusal of the Senate to consider the nomination of Mr. Magu is a confirmation that the forces of corruption have decided to rubbish the anti corruption crusade of the Buhari administration. The President owes the nation a duty to flush out all the well known corrupt elements in the government and their cronies without any further delay.”

Insider Reveals ‘Damning’ Security Report That Led To Magu’s Rejection

The decision of the senate to reject the nomination of Ibrahim Magu as chairman of the Economic and Financial Crimes Commission (EFCC) was based on a security report by Lawal Daura, director-general of the Department of State Services (DSS).
According to a senior national assembly official, “the damning” report was addressed to President Muhammadu Buhari, Vice-President Yemi Osinbajo and Senate President Bukola Saraki.
“The report is 16 pages and it is damning. It basically gives reasons why Magu is not fit to be EFCC chairman,” he said.
“The acting EFCC chairman is alleged to possess undeclared pieces of property. He is alleged to be corrupt, and a gross violator of human rights.”
The official concluded by saying “the senate cannot act outside the report”.
Last Thursday, the senate had deferred the confirmation hearing Magu — after initially delaying the exercise for five months.

Nigeria's Operation Delta Safe Arrests Militants Behind 'Attacks On Oil Facilities'

The Joint Military Force deployed to the Niger-Delta, Operation Delta Safe, says it has arrested two suspected militants who are masterminds of recent attacks on oil infrastructure in the region.
The News Agency of Nigeria (NAN) reports that Rear Adm. Suileman Apochi, Commander of Operation Delta Safe, presented the suspects to newsmen on Thursday in Yenagoa.
The commander noted that the activities of the duo were responsible for the slump in oil output, following several attacks and threats to oil firms to succumb to their demands.
“I am glad to announce that two notorious kingpins, identified as General Eagle’ and ‘General VIP, have been apprehended and from interrogation, they had admitted to committing several crimes.
“The self-acclaimed ‘General Eagle’ said he recently organised and blew up one of the oil company’s risers at Golubokin along Obama-Brass pipeline in Bayelsa.
“He also claimed responsibility in the planting of explosives at Agip oilfields,” said Apochi.

Itse Sagay to Senate :Magu remains EFCC Boss

The chairman, Presidential Advisory Committee on Corruption, Itse Sagay, says the appointment of Ibrahim Magu, chairman of the Economic and Financial Crimes Commission (EFCC), will be “renewed” whether he is confirmed or not. The senate refused to confirm Magu’s appointment after leaving the matter pending for five months. It has become obvious that the fear of Magu’s curruption fight has become the beginning of wisdom to the Senators. “Since Nuhu Ribadu left, we have not had a man with such sterling qualities as Ibrahim Magu and whether they like it or not, Magu will be there until he completes his term under the law.” The EFCC chairman has a four-year tenure. From the EFCC Act, non-confirmation does not impair his duties. In the interview, Sagay said Magu’s delayed confirmation was “corruption fighting back”.

Oil To Fund 27% Of N7.3tr 2017

The 2017 budget of N7.298 trillion presented by President Muhammadu Buhari to the National Assembly yesterday will be funded more by non oil revenues. This year’s budget of N6 trillion is equally being funded more by non oil revenues. About N1.985 trillion or 27 percent of the 2017 budget total is projected to come from oil earnings. President Buhari said the budget proposal was based on a benchmark of $42.5 per barrel and an oil production estimate of 2.2 million barrels per day with an average exchange rate of N305 to the US dollar. The aggregate revenue available to fund the federal budget is N4.94 trillion, which is 28 percent higher than that of 2016, he said. The non-oil revenues, comprising Companies Income Tax, Value Added Tax, Customs and Excise duties, and Federation Account levies are estimated to contribute N2.8 trillion including N565.1 billion from various recoveries He said the budget has a deficit of N2.36 trillion, which is about 2.18 percent of GDP and that it would be financed mainly by borrowing, projected at about N2.32 trillion. “Our intention is to source N1.067 trillion or about 46% of this borrowing from external sources while, N1.254 trillion will be borrowed from the domestic market.” Tagged, “budget of recovery and growth”, out of the N7.298 trillion budget size, N419.02bn is for statutory transfers; N1.66trn for debt service; N177.46bn for sinking fund to retire certain maturing bonds and N2.98trn for non-debt recurrent expenditure, while the sum of N2.24trn is for capital expenditure, including capital in statutory transfers. He said 30.7 percent is dedicated to capital projects with the ministry of power, works and housing getting the lion’s share of N529bn. The sum of N500bn is retained for special intervention programme, comprising home-grown school feeding programme, government economic empowerment programme, N-Power Job Creation Programme, Conditional Cash Transfers to the poorest families and the new Family Homes Fund (social housing scheme), he added. The ministry of power, works and housing got the lion’s share of the capital component with N529bn, followed by the ministry of transportation, which has N262 billion, Defence, N140bn; water resources, N85bn; industry, trade and investment, N81bn; interior, N63bn; education N50bn; Universal Basic Education Commission (UBEC), N92bn; health, N51bn; Federal Capital Territory, N37bn; Niger Delta ministry, N33bn and Niger Delta Development Commission (NDDC), N61bn with N92bn for agriculture. Buhari also said that the allocation for the Presidential Amnesty Programme has been increased to N65bn from N20bn in 2016 budget, N45 billion for the rehabilitation of the North East to complement the funds domiciled at the Presidential Committee on the North East Initiative as well as commitments received from the multinational donors.” The sum of N15 billion has been provided for the recapitalization of the Bank of Industry and the Bank of Agriculture. In addition, the Development Bank of Nigeria will soon start operations with US$1.3 billion focused exclusively on Small and Medium-Sized Enterprises.” The judiciary budget has been increased from N70bn in the 2016 budget to N100bn in the 2017 proposal. As for recurrent expenditure, the president said a significant portion has been allocated for the payment of salaries and overheads in institutions that provide critical public services. The proposed amounts for such services are: N482.37bn for the ministry of interior; N398.01bn for education ministry ; N325.87bn for defence ministry and N252.87bn for the ministry of health. As part of efforts to fast-track the modernization of the railway system, he said, the sum of N213.14 billion has been allocated as counterpart funding for the Lagos-Kano, Calabar-Lagos, Ajaokuta-Itakpe-Warri railway, and Kaduna-Abuja railway projects. The sum of N50bn has been set aside as Federal Government’s contribution for the expansion of existing as well as the development of new Export Processing and Special Economic Zones, which would be developed in partnership with the private sector, he said. He said the ministry of finance was directed to cut some overheads by 20 percent to eliminate all non-essential costs so as to free resources to fund capital expenditure. “We have maintained personnel costs at about N1.8 trillion. “The effort to diversify the economy and create jobs will continue with emphasis on agriculture, manufacturing, solid minerals and services. Mid- and Down-stream oil and gas sectors are also key priority areas.” Buhari said the implementation of the 2016 Budget was hampered by the combination of relatively low oil prices in the first quarter of 2016, and disruptions in crude oil production which led to significant shortfalls in projected revenue. “As at 30 September 2016, aggregate revenue inflow was N2.17 trillion or 25% less than projected projections. Similarly, N3.58 trillion had been spent by the same date on both recurrent and capital expenditure. This is equivalent to 79% of the pro-rated full year expenditure estimate of N4.54 trillion as at the end of September 2016, “he said. The president said in spite of these challenges,”we met both our debt service obligations and personnel costs. Similarly, overhead costs have been largely covered. “Although capital expenditure suffered as a result of project formulation delays and revenue shortfalls, in the five months since the 2016 Budget was passed, the amount of N753.6 billion has been released for capital expenditure as at the end of October 2016. “It is important to note that this is one of the highest capital releases recorded in the nation’s recent history. In fact, it exceeds the aggregate capital expenditure budget for 2015,”he said. “We continue to face the most challenging economic situation in the history of our Nation. Nearly every home and nearly every business in Nigeria is affected one way or the other. Yet, I remain convinced that this is also a time of great opportunity. In the past 18 months, the President said the country has experienced low oil prices that brought down the foreign exchange earnings by about 60 percent. “I will stand my ground and maintain my position that under my watch, that old Nigeria is slowly but surely disappearing and a new era is rising in which we grow what we eat and consume what we make. He said the demand of the urban consumer has presented an opportunity for the rural producer. “Across the country, our farmers, traders and transporters are seeing a shift in their fortunes. Nigerians who preferred imported products are now consuming made in Nigeria products. From Argungu in Kebbi to Abakalaki in Ebonyi, rice farmers and millers are seeing their products move. “We must replicate such success in other staples like wheat, sugar, soya, tomato and dairy products. Already, the Ministry of Agriculture and Rural Development, the Central Bank of Nigeria, the Organised Private Sector and a handful of Nigerian commercial banks, have embarked on an ambitious private sector-led N600 billion program to push us towards self-sufficiency in three years for these products,” he said. He said the country’s partnership with Morocco on fertiliser production would create thousands of jobs and save Nigeria US$200 million of foreign exchange and over N60 billion in subsidy. “Let it not be lost on anyone that the true drivers of our economic future will be the farmers, small and medium sized manufacturers, agro-allied businesses, dressmakers, entertainers and technology start-ups. They are the engine of our imminent economic recovery. And their needs underpin the Economic Recovery and Growth Plan,” he said. Government will however at all times ensure the protection of public interest,” he said. Buhari said, “we clearly understand the paradox that to diversify from oil we need oil revenues. You may recall that oil itself was exploited by investment from agricultural surpluses. We will now use oil revenues to revive our agriculture and industries”. To meet daily 2.2m barrel oil production, he said they will continue their engagement with the communities in the Niger Delta to ensure that there is minimum disruption to oil production. To enhance the efficiency of the management of oil and gas resources, he said from January 2017, the Federal Government will no longer make provision for Joint Venture cash-calls.
