A Kenyan man, Otieno Jalango has been arrested for raping his neighbour's goat.
eDaily reports that Jalango was caught in the South East Muhuru area in Nyatike Sub-County, Migori County while having sex with the domestic animal.
When he was asked why he had sex with the goat, Jalango allegedly told Muhuru East Location Chief Jim Kawa, “I have sex with animals because I fear contracting HIV. Animals cannot contract HIV, unlike humans. Sex with animals is, therefore, safer.”
Kawa also said that Jalango was handed over to him by irate residents who claim they are worried about their livestock following the suspect’s confession. He added that Jalango had confessed that he had had sex with many animals in the area including sheep, donkeys and dogs.

The 3 conditions given by IPOB include:Buhari must release the leader of IPOB, Nnamdi Kanu, along with other Biafran detainees. Other political detainees including Ibrahim Yaqoub El Zakzaky and Sambo Dasuki must also be released.
Buhari must announce a date for Biafrexit Referendum, and
Buhari must convene a public inquiry into the massacre of IPOB family members as documented by Amnesty International.

HIV Positive Lady Vows To Infect 400 Men Before She Dies [PHOTOS]
A lady living with HIV virus in Ghana, Naddy Obeng, has vowed to infect more than 400 men before she dies since a man infected her with the disease.
The lady in a WhatsApp chat with one of her friends, alleged that she has infected eight men already and would not die alone as she embarks on a nationwide tour of spreading the disease to randy men because one of them infected her same way.
A screen shot of the leaked message shared on social media by the friend with the handle @emmanwandud, shows Obeng boasting that she has successfully gotten eight men and is on a mission to infect at least 400 men before her time is done.

Russian Military Plane carrying 92 people Crashes into Black Sea
A Russian military airplane carrying 92 people including a famed army choir has crashed into the Black Sea shortly after taking off.
Aljazeera reported that local news agencies said the Tu-154 plane departed from the Southern Russia city of Alder on Sunday morning and was heading towards Latakia in Syria.
A list of passengers and crew published by the ministry showed that 64 members of the renowned Alexandrov Ensemble , the army’s official choir, and its conductor Valero Khalilov were onboard.
Members of the choir were traveling to Syria to celebrate the New Year with Russian Troops. There was no word on possible survivors.
The Russian defense ministry said that the Alexandrov Ensemble was to perform at the Khmeimim airbase, the main base of operations for the Russian military campaign in support of the Syrian government.
Major General Igor Konashenkov , a ministry spokesman, said parts of the plane had been found rs in the at a depth of about 70 meters in the Black Sea about 1.5 km off the coast near the City of Sochi.
Search operations are still ongoing as four ships, five helicopters and a drone are working in the area, Konashenkov said.
According to Aljazeera, reports claim that the passengers include journalists and military officials. The plane was carrying 82 passengers and 10 crew members.
The Russian President Vldamir Putin has expressed his profound condolences to the families and loved ones of the victims of the crash and has declared Monday as a national day of mourning.

Lagos Police Arrests 5 Suspected Traffic Robbers
Five suspected traffic robbery suspects have been arrested by Operatives of the Lagos State Police Command’s Rapid Response Squad (RRS).
The suspects, Oyeleke Abdullah (24); Olajide Dipo (17); Saheed Alayande (17); Azeez Yusuph (21) and Oyeniwa Wasiu (18) were apprehended during a raid in Victoria Island, Ojodu Berger, Oshodi, Obalende and Ilubirin, while they were carrying out their evil enterprise.
An RRS source said that one of the suspects – Azeez Yusuph – was arrested during an undercover operation.
“It was very early in the morning (around 4.23AM) when an undercover policeman pretended as if his vehicle broke down on the bridge while some of his colleagues hid somewhere to ambush the robbers who would come and harass the lone occupant of the vehicle. The suspect showed up few minutes trying to collect handset and money from him, that was when we arrested him,” the source said.
The source added that several complaints were received via social media, prompting the team to act.
“I was trying to make ends meet by snatching valuables of stranded drivers on the bridge” adding that he sleeps underneath the bridge along with his colleagues,” one suspect, Abdullahi said.
Saheed Alayande, who was a bus conductor, was arrested in Oshodi. He told the police: “Whenever I am not doing that, I carry load and wares for people with my friend. It was here that I stole the phone that I was caught with before I was arrested.”
“I snatched a Zeltel phone from a passenger around 9:00 p.m. on Saturday. There was traffic entering Lagos on Saturday at Berger, I decided to use that opportunity to snatch handset and other valuables from commuters. My colleague and I do this whenever we need money,” Oyeleke Abdullah, a danfo driver said.

Former drug peddler graduates from university at age 67
Former drug dealer and ex-convict, David Norman, has graduated from Columbia University at 67 as the oldest student in his class. This great feat by the ex-convict who has faced many arrests and had two prison stints proves that it is never too late to start again.
Norman had a rough start in life. At age 15 he was already using heroin and before long was making money on the streets selling dope and for thirty-five years he was addicted to the substances he sold.
He was first sent to prison in 1967. Decades later, he was sent to a correctional facility where he spent six years for manslaughter after stabbing a man in a street fight. It was those six years that changed his life. While there, David turned his love for money into books and began learning and also teaching other inmates.
He got out in year 2000, a changed man and got a job as an outreach worker in a hospital where he helped substance abusers. This job led to him working and schooling in Columbia University.
He plans to write a book which he will give the title, ‘You don’t have to wait as long as I did'
Police arrest two for car theft in Anambra State
The Anambra State Police Command on Tuesday, December 20th, arrested two suspects in connection with car snatching and dealing business.
The suspects identified as were one Chukwuebuka Nwachukwu, 25 from Amaodo Awkunanaw in Nkanu West Council Area of Enugu State who allegedly snatched the car and 26-year-old Ndife Madukafrom Umuobi, Awkuzu in Oyi Council Area alleged to be the prospective buyer of the stolen vehicle.
The car, an Ash Coloured Lexus Jeep RX300 with registration number- Enu-824-JW, was said to have been snatched at gunpoint in Enugu late Sunday evening but the snatcher was intercepted early yesterday by Men of the State's 29 Police Mobile Force on stop and search operations around MOPOL 29 base junction by Old Road Agu Awka.
Addressing newsmen while parading the suspects, the State Police Public Relations Officer, Mrs Nkiru Nwode explained that when accosted, the snatcher had claimed to be the owner of the vehicle but after thorough searching, some documents and an empty cartridge shell were found in the vehicle.
The PPRO who described stop and search as a viable option in crime fighting, said that what the Command is working on is to ensure that Men of the Force do not abuse the process by extorting the public.
She appealed to the public to always be vigilant to identify and report suspicious activities in their localities as well as to be willing to volunteer useful information that will help the Security operatives do their job well, assuring them that the Command is committed to ensuring that the state remains the safest in the country especially during the yuletide celebrations.
The husband to the victim, Mr Charles Nwabueze from Amaechi Uwani in Enugu State expressed shock and disbelief that one of the suspects who snatched the car lives along the same street with his family in Enugu, commending the State Police for its vigilance and dedication to duty.
The suspected car snatcher, Mr Nwachukwu who denied knowing that the car was stolen, said he was just told by one Mr Abada in Enugu to deliver the vehicle to the receiver and collect the sum of forty thousand naira.
On his part, the receiver, Mr Ndife claimed to have paid the sum of four hundred thousand naira to a car dealer in Enugu for a fairly used car but the man has refused to bring him the vehicle until yesterday when he called him to come with the remaining balance of seven hundred thousand naira to pick his car. According to him, on getting to Unizik junction for the transaction, he was apprehended by the police.

FG Declares Public Holidays For Christmas, New Year Celebrations
The Federal Government has declared Monday 26th and Tuesday 27th December, 2016 as public holidays to mark the Christmas and Boxing Day celebrations,.
Monday 2nd January, 2017 was also declared as public holiday to mark New Year celebration.
The Minister of Interior Abdulrahman Bello Dambazau made the declaration on behalf of the Federal Government in a statement signed by the Acting Permanent Secretary of the ministry, Alhaji Muhammadu Maccido on Wednesday.
The minister enjoined all Christian faithful and Nigerians in general to remain supportive of the Government of President Muhammadu Buhari in his sustained efforts towards building a peaceful, united and prosperous nation.

Army rescues 1,880 women, children from Sambisa Forest
Maj. – Gen. Lucky Irabor, the Theatre Commander, Operation Lafiya Dole, said this during a news conference at the Maimalari Cantonment in Maiduguri on Wednesday.
Irabor said that troops also arrested about 504 Boko Haram terrorists while 19 of them willingly surrendered.
He said that the Army had arrested about 37 foreigners who were currently undergoing interrogations to ascertain whether they were terrorists or not.
“We also arrested about seven kidnappers and we are currently interrogating them.
“Our troops have continued to make significant progress in the fight against Boko Haram insurgency.
“I gladly say that our troops have successfully mop up all the areas in Sambisa Forest including gate one.
“We are currently in camp zero; I am not going to tell you what we are doing there.
“But I can assure you that we are recording remarkable successes.’’

President Muhammadu Buhari-led federal government has approved a new policy on whistle blowing that aims to encourage Nigerians to report financial and other related crimes to relevant authorities.
The policy is that every whistleblower whose revelations lead to recovery of money will be entitled to as much as 5 per cent of the recovered sum.
The new policy was approved Wednesday at the meeting of the Federal Executive Council, chaired by President Muhammadu Buhari inside the Council Chamber of the Aso Rock Villa.
The Minister of Finance, Kemi Adeosun, who announced the new policy to State House correspondents, said it is being put in place “in conjunction with the Attorney General of the Federation and Minister of Justice”.
She said the policy is a stop gap initiative until the National Assembly formally passes a law on whistle blowing.
She said the new programme encourages Nigerians with information on financial crimes to disclose it.
She said the aim is to strengthen the fight against corruption by the Buhari administration.
She said anonymity and protection of whistleblowers will also be guaranteed.
Truck Crushes 7-year-old Boy To Death
A sand-carrying truck has crushed a seven-year-old boy, identified as Prosper Eta, to death in Yenagoa, Bayelsa State.
It was learnt that the incident occurred on Wednesday about 12.10pm on Goodnews Street, Azikoro Village area of the state capital.
Eta was said to be running an errand for his mother when he met the horrible death.
The deceased, who lived in the area, was reportedly trying to cross the road to deliver a pack of nylon bags to a fish seller across the road when he met his untimely death.
An eyewitness, who identified himself only as James, said the victim on crossing the road was unaware of an approaching speeding truck, which he tried to dodge but was eventually knocked down by the front tyres.
The eyewitness, a commercial tricyclist, described the sudden death of the boy as horrific.
Nollywood Actress Shot Dead in Lagos Traffic
Nollywood actress, budding broadcaster and TV host, Aisha Alli-Balogun has been murdered.
Aisha who was the presenter of the comedy show Stand-Up Nigeria was shot dead on Friday, December 16, on her way home around Asolo Majidun, Ikorodu expressway.
According to eye witness report by Cityscoop, the dare devil robbers wanted to kidnap Aisha and her daughter and it was while she was struggling to save her daughter that she was hit by the bullet.
Late Aisha was one of the contestants at the Next Movie Star reality show in 2011 where Tamara Eteimo was crowned winner.
Aisha's daughter Fareeda was kidnapped by the robbers and her whereabouts remain unknown as at press time.

James Ibori Finally Released From UK Prison

Former governor of Delta State, Chief James Onanefe Ibori has been released from prison.
He was released a few minutes past noon upon a court order.
His media aide, Mr. Tony Elumenor confirmed the release to Vanguard Newspaper.
Recall that Mr. James Ibori was sentenced by a United Kingdom court to prison for 13 years and served out his term midnight yesterday.
Expectation of his return home to Nigeria, however, remains murky as friends and associates many of who are gathered in London deliberate on the future of the former governor.
140 stranded Nigerians return from Libya The National Emergency Management Agency (NEMA)
A chartered Airbus A330-200 marked 5A- LAT belonging to Libyan Airlines that conveyed the Nigerians arrived the Murtala Muhammad International Airport about 4:30pm and the returnees received by the National Emergency Management Agency along with other stakeholders at the cargo terminal of the airport.
The International Organization for Migration (IOM) facilitated the return of the stranded Nigerians in Libyan under its Assisted Voluntary Return (AVR) scheme while NEMA officially received them on behalf of the Federal Government, provide them with meals and supported their movement back home in various states.
Director General of NEMA Alhaji Muhammad Sani Sidi was represented by the Deputy Director Search and Rescue Dr Onimode Bandele who led the agency's team comprising of the Deputy Director Relief and Rehabilitation Mr Daniel Obot, SouthWest Zonal Coordinator Alhaji Suleiman Yakubu and joined by representatives of other stakeholders to receive the returnees.
The DG advised Nigerians not to travelled out of the country without being sure of what to do abroad. He explained to the returnees that reception accorded their return was simply a gesture of concern and care by the Federal Government which they should reciprocate by being law abiding and support i the economic and social development of the country.
The 140 returnees were made up of 83 Females and 57 males. Among them were few number of children under 18 years and three medical cases.
It could recall that NEMA had this year received at various times Nigerian returnees from Libya under similar arrangement of AVR as facilitated by the IOM. These include 154 that returned in October and 162 that came in June.
29 Killed, 72 Injured in Fireworks Explosion in Mexico
There was an explosion at a fireworks market near Mexico City on Tuesday, killing at least 29 people and leaving 72 injured.
CNN reported that people from the neighbouring towns said they could feel the ground tremble under their feet as the fireworks exploded in Tultepec. The explosion let out plumes of smoke into the sky.
According to CNN, three minors will be transferred to the hospital in Galveston, Texas for treatment of extreme burns.
As the festive season gets closer, the area gets more populated as people come to shop for fireworks.
The coordinator of Mexico’s national civil protection agency,
Luis Felipe Puente told CNN emergency responders had arrived at the scene to assess the damages at the scene.
The emergency crew had to let the unexplored fireworks go off due to the large number of stalls.

Banker who Allegedly Hired Assassins to Kill her Husband gets N1 Million Bail from Court Rulings
A banker, Oluchi Tochukwu Onyebuchi , who allegedly hired two assasins to kill her husband, was granted N1 million bail by the Ebute-Meta Chief Magistrates’ court in Lagos on Tuesday.
The Magistrate, M.O. Olajuwon also ruled that the two alleged hired assassins, Chigozie Nworie and Kingsley Ofelete , be kept in custody at the Ikoyi Prisons.
The Guardian reported that the prosecutor, Insp. Julius Babatope, told the court Onyebuchi hired the two assassins to kill her husband on October 9 at No. 18, Fatai Kofo St., Agungi, Lekki.
He further said the accused took with her the victim’s car Land Rover jeep, HP laptop, iPhone, car documents and other valuables estimated at N9.3 million.
Onyebuchi had told the two assassins where she had kept the machete, cutlass and acid in her husband’s house which they were to use to kill him. The alleged assassins were caught absconding with the victim’s bloodstained Range Rover to deliver the car to Onyebuchi’s brother in Anambra.
The three are facing a three-count charge of conspiracy, robbery and attempted murder. The accused’s plea was not taken.
Olajuwon adjourned the case to January 23.

Refineries to Operate at Optimal Capacity in 2017 – NNPC
The Nigerian National Petroleum Corporation (NNPC) on Tuesday, said it would embark on a full rehabilitation of the nation’s refineries to achieve optimal capacity production in 2017.
NNPC Chief Operating Officer, Refineries, Anibor Kragha, said this in Abuja in a statement by Ndu Ughamadu, the Group General Manager, Group Public Affairs Division.
The three refineries in Warri, Kaduna and Port Harcourt have had skeletal operations this year.
Kragha said that the Corporation is determined to change the approach from quick fixes to a proper rehabilitation of the plants. He also noted that a chart for routine Turn Around Maintenance Programme would be drawn out once the exercise is completed.
He further said that the Port Harcourt Refinery will soon commence production of Aviation Turbine Fuel known as aviation fuel.
The statement also stated that the Managing Director of the Kaduna Refining and Petrochemicals Company (KPRC) , Idi Maiha has assured that KPRC was working towards a target of 75% capacity utilisation in 2017. He projected that the KPRC would supply one cargo of crude oil per month.
The Managing Director of Warri Refining and Petrochemicals Company , Solomon Ladenegan, said that irrespective of the hostile operating environment, fraught with incessant cases of pipeline pulverization and outright product theft, the refinery is hoping for positive future.

The Customs Area Comptroller of Tin-Can island, Comptroller Yusuf Bashar, stated this yesterday in Lagos.
“We got a hint that there is a magazine in a used Toyota car 2004 model with Chassis No 2T1BR32E54C309841.
“Customs officers isolated the vehicle to give it a thorough checking. We discovered 10 pieces of life rounds called Hornady ammunition with the magazine,’’ the controller said.
Bashar said no suspect had been arrested because the seizures were just coming out of the vehicle.
He said the seizures were isolated, adding that the command would conduct further investigation to discover the owner of the consignments.
“We will hand over the items to the Department of State Security (DSS) for custody of the ammunition because they are too dangerous to be with unauthorised persons,“ NAN quotes Bashar as saying.
The command also intercepted another container of used Nissan Armada , 2007 model, with container No- NSCEU7184436 and Chassis No 5NIAA08A69N709779.
Bashar said the vehicle contained Omini American Tactical Rifle No AR48634 and Moas
berg American Pump Action with No U648018.
He said in addition to these two rifles, it was discovered on examination, in the same container, 3,500 pieces of Premier Hollow point (Air Gun Pellets), and 4,000 pieces of Premier Hollow point (Air gun pellets).
“We also discovered nine pieces of military bullets proof vests; one piece of helmet with rain proof, one pistol Punch, one Riffle Punch, a set of military gas masks, 26 packs of military already made foods and two pairs of military booths.
“This is why we called reporters to inform them because it is about reporting the nation’ security. We must do everything we can to safeguard Nigeria.
“An individual is given Nigerian passports to travel abroad, while coming back home but some come back with unauthorised consignments, which will cause pains and havoc to the citizens. Instead of such persons bringing machines and other valuable things.
“These items were found in a container of personal effects which government graciously says you should not pay duties and now, can you perceive the way some Nigerians reciprocate the gesture? “ Bashar said.
The controller said a suspect was arrested in connection with the consignments containing military ammunition, adding that Customs officers had intercepted the container since Nov. 29 and examined it in Nov. 30.
He said investigation of the container was ongoing to get more details and that was why the news conference was delayed.
Bashar warned travellers who usually bring as personal effects ammunition and unwanted items to desist, adding that it was endangering the society.
“These will be about the fifth interception of ammunition since I resumed office in January 2016.
“We have discovered 900 pieces of live ammunition, 200 pieces of cocaine worth N2 billion, which we handed over to appropriate agency because we believe in inter-agency collaboration.
“We have discovered some riffles with or without bullets, 300 pieces of military caps, some military camouflage and so many other equipment,“ Bashar said.
Viral video of soldiers begging for water: Nigerian Army says mischievous elements shot it
The Nigerian Army says the video of soldiers begging for water and food, which went viral on Tuesday, was shot by “mischievous and disgruntled elements”.
The video, which was uploaded on YouTube, showed several soldiers at Alargarno in Borno State, lamenting their lack of food and water and seeking the intervention of President Muhammadu Buhari.
Following the release of the video to the public, the Nigerian Army says the problem was caused by a mischievous soldier, who had since been punished.
In a statement late on Tuesday by the Acting Director Army Public Relations, Brig. Gen. Sani Usman, the army said,
“We wish to state that the video clip was shot more than six months ago by some mischievous and disgruntled elements when 29 Task Force Brigade captured Alagarno Forest and environs in Borno State.
“It is disheartening that some mischievous elements have decided to circulate it now, creating the false impression that it is a recent occurrence.
“We wish to state further that the matter was conclusively investigated at the time, several months ago. The Board of Inquiry actually showed that, as of the time of the incident, the unit’s water tanker still contained water, but a soldier mischievously concealed it. That soldier was charged and punished accordingly.
“In addition to the unit’s water tanker, a borehole was subsequently drilled at the location and it is still serving both the military and adjoining communities.
“We wish to restate with utmost concern the continued commitment of the Nigerian Army to the total welfare of all its personnel.”

Trump and Mexico's richest man meet for 'lovely dinner' at Mar-a-Lago resort
The two billionaires, who have clashed in the past, appeared to set aside their differences – although the contents of their discussion were not disclosed
Billionaire Carlos Slim has previously attacked Donald Trump’s talk of ripping up Nafta and scrapped a TV deal with him on the grounds that he was a racist.
Donald Trump once described Mexico’s wealthiest man as the string-pulling manipulator who orchestrated a media conspiracy to defeat his election campaign.

But the two billionaires appear to have set aside those differences, for now at least, sitting down to a meal at Trump’s Mar-a-Lago resort in Florida on Saturday.
Contents of the dinner or discussion were not disclosed, though Trump called the encounter “a lovely dinner with a wonderful man” in a statement to the Washington Post, which broke news of the meeting.
The president-elect’s statement sounded a softer note on the subject of Slim, who Trump attacked over his ownership stake in the New York Times and friendship with Bill Clinton, whose foundation Slim has donated to over the years.
“The New York Times strings are being pulled by Mexico’s Carlos Slim, a billionaire who benefits from Nafta and supports Hillary Clinton’s open border policies,” Trump alleged in an 23 October campaign statement.
Slim, the son of Lebanese immigrants, made his early money by investing in Mexico at a time others were abandoning the country. His net worth dwarfs that of the property developer-turned-president elect.
He won control of the Telmex monopoly in the early 1990s and turned it into what was for a time the world’s largest private fortune. Slim has attacked Trump’s talk of ripping up Nafta, which threatens to undo two decades of increased economic integration with the United States.
The Washington Post reported Trump’s ex-campaign manager Cory Lewandowski travelled to Mexico City to arranged the meeting, which was to touch on topics such as trade and the economy.
News of the encounter came as a surprise, as Trump had described Mexicans as “rapists” and promised to build a border wall and deport millions of migrants. He also appears to have had an unhappy history in his attempts at doing business south of the border.
“He doesn’t seem to have any good Mexican buddies,” said Federico Estévez, political science professor at the Autonomous Technological Institute of Mexico. “The only Mexicans he knows he hates – like Slim.”
Slim has not spoken on the Trump meeting, but had softened his tone since the election, telling a business forum, “If the United States grows 4%, increases infrastructure and lowers taxes, that is good.”
Other suspected self-interest from a man whose business empire is so expansive in Mexico, it’s joked that Mexicans can’t help but put money in Slim’s wallet as they go about their daily lives.
“As patriotic as Slim may be, he’s interested foremost in his business. So he could be meeting Trump to ensure that nothing happens to all his dealings in the US,” said Esteban Illades, editor of the Mexican magazine Nexos.
“Slim probably noticed that the Mexican government isn’t doing enough, so he’s taking diplomacy into his own hands.”
The Mexican peso has plummeted since Trump announced his presidential aspirations and forecasts have slashed 2017 growth projections. The federal government and central bank, meanwhile, say they have plans to confront Trump, though few proposals have been announced. Many Mexicans seem to be betting that Trump will soften his positions before taking office.
“They’re still expecting him to smooth over the message … once he has to govern, he will act and think differently from when he was campaigning,” Estévez said.
“They firmly believe that piece of establishment nonsense, even though he has shown no evidence of it thus far.”
Past attempts at talking with Trump have proved problematic for Mexico’s president, Enrique Peña Nieto.
Peña Nieto invited Trump to the presidential palace in Mexico City in late August – an ill-fated meeting in which Mexicans complained their leader acted passively in the presence of a person they considered a bully and the biggest threat to the country since the authors of the Mexican-American war of the 1840s.
“The [Peña Nieto] government has not known how to deal with Trump from the start,” said Javier Garza, a journalist and political analyst in the city of Torreón. “It’s not clear that Trump will soften his message on Mexico. What is clear is that Trump seems inclined to use businessmen instead of politicians or diplomats as his channels with Mexico.”
World Cup 2022:Qatar to give World Cup workers hats that reduce body temperature
World Cup 2022 labourers in Qatar are to be given “cooling” hard hats which reduce their body temperature as they build football stadiums in the fierce desert heat.
The innovative technology uses a solar-powered fan to reduce the skin temperature by up to 10 degrees, said the Supreme Committee for Delivery and Legacy, the body overseeing the controversial tournament’s organisation.
“We are confident that this technology will create more comfortable and safer working conditions,” said Saud Abdul-Aziz Abdul-Ghani, an engineering professor at Qatar University, where the hat has been developed.
The cooling hat scheme could be rolled out by next summer, officials said.
Summertime temperatures in Qatar regularly approach 50C (122F).
“Our objective was to reduce heat stress and heat strokes for workers in Qatar and the region during the summer months,” said Abdul-Ghani.
“Our concept is to use a solar-powered fan to blow air over a cooled material at the top of the helmet, which will then come down over the front of the person’s face and provide a cooler micro-climate for the worker.”
It would provide “cooling in hot conditions for up to four hours straight”, he added and could “revolutionise” the construction industry in the hottest parts of the world.
Workers in Qatar will be the first to use the helmet, which has been two years in the making, said Hilal Jeham al-Kuwari, an engineer with the supreme committee.
Since 2007, labourers have been banned from working outside in Qatar for several hours during the day at the height of the summer, due to temperatures.
There are currently more than 5,000 construction workers helping build World Cup stadiums in Qatar. That number is set to increase to 36,000 within the next two years.
Qatar has come under huge international criticism for the treatment of its migrant labour force ever since being chosen to host the 2022 World Cup.
Earlier this year, Amnesty International accused Qatar of using “forced labour” at a World Cup site, the Khalifa International Stadium.
In October, it was revealed that Anil Kumar Pasman, a 29-year-old Nepalese labourer, had died after being struck by a lorry at Al-Wakrah stadium, the first “work-related” fatality announced by Qatar’s World Cup organisers.

Security Council votes unanimously in favor for sending international observers to Aleppo
The UN Security Council has voted unanimously in favor of a draft resolution about sending international observers to Aleppo for overseeing the evacuation of terrorists and their families and the delivery of humanitarian aid.
The resolution, which was given the number 2328, affirms the sovereignty, independence, and territorial integrity of Syria, and stipulates for the UN Secretary-General preparing suitable conditions via negotiations with relevant sides to ensure that representatives of the UN and other international organizations observe the state of civilians and the full compliance with international humanitarian law in the eastern neighborhoods of Aleppo city.
The resolutions also stipulates for all sides in Syria providing safe access to the city for the observers without obstacles and to provide suitable conditions for delivering humanitarian aid.
In turn, the Russian Foreign Ministry announced that the decision about sending international observers to Aleppo city should be approved by the Syrian government.
The Ministry said that this statement was made by Russian Deputy Foreign Minister Gennady Gatilov during his meeting with the Ambassadors of Finland, Denmark, Sweden Norway and Iceland.
The ministry said that during the meeting the participants were informed about the humanitarian situation in Syria with emphasis on the measures taken by the Russian side in the evacuation of the civilian population of the eastern part of the city of Aleppo and to ensure the delivery of humanitarian aid to them.
The Ministry added that in this context they discussed the process of consensus in the UN Security Council on a draft resolution about sending international observers to the area, adding that the Russian side affirmed that the activities of these observers must be in accordance with the rules of international humanitarian law and must take into account the approval of the Syrian government of such cooperation.

Berlin Christmas terror: Afghan refugee killed 12 people and injured 48 others
An Afghan refugee stole a 25-tonne articulated lorry, drove to a busy Christmas market in Berlin, turned its lights off, mowed down and killed 12 people - and injured 48 others - as it sped at 40mph. The vehicle which was filled with steel cargo mounted the pavement at 7pm, before tearing through stalls and shoppers on Breitscheidplatz Square, outside the Kaiser Wilhelm Memorial Church in the German capital's main shopping area.
The man at the wheel - who according to German newspaper Berliner used different aliases, was of Afghan heritage and had arrived in Germany in February - fled the scene but was later catured and arrested at a nearby zoo.
Police confirmed the original driver, who was transporting steel beams from Poland to Germany, was a Polish national who was found dead in the lorry's cabin. It is thought he was hijacked. As German police, the White House and Germany's top security official indicated the incident was terror related, there was a chilling echo of the deadly terror attack in the French city of Nice in July. It also came just one hour after the Russian ambassador was shot dead in Ankara.
The harrowing incident also comes amid repeated warnings from various security agencies that ISIS planned to wreak havoc on European countries during the festive season, specifically threatening Christmas markets. The usually merry streets became scenes of chaos, with people being pulled from under the flattened wooden stalls and others ferried off in ambulances, some tragically under white sheets.
The Die Welt newspaper said that German intelligence had been warning city authorities for the past week of a possible attack on a Christmas market. Germany's justice minister says federal prosecutors, who handle terrorism cases, had taken over the investigation, while police used Twitter to urge locals to stay in their homes, to 'check suspicious objects' and encouraged people to use a Facebook safety check loved ones were safe. British tourist Mike Fox, from Birmingham, said the large truck missed him by about three meters as it drove into the market, tearing through tables and wooden stands. 'It was definitely deliberate,' he said.
Mr Fox said he helped people who appeared to have broken limbs, and said others were trapped under Christmas stands, adding: 'We were in the market, outside the cathedral and we had just had mulled wine then as we were leaving the large truck came through. 'It went just past me, past my girlfriend. I think it missed me by three metres, missed her by five. It came in through the entrance, hit the sides of the barriers and then carried on past us. 'You do what you can to help who you can, really. It happened so fast that there was nothing we could do to stop it - if we'd tried to stop it we would have been crushed.' Emma Rushton from Rugby in Warwickshire, saw the lorry rush past her at speed and said it could not have been an accident. She told Sky News she only missed being caught in the chaos because she had climbed up some steps to take a seat, adding:
'The stall that we bought our mulled wine from was completely crushed. People were tearing off wooden panels to get out. 'It was not an accident. It was going 40mph, it was in the middle of the market. There was no way that it could have come off the road and it showed no signs of slowing down.' 'I heard a big noise and then I moved on the Christmas market and saw much chaos...many injured people,' Jan Hollitzer, deputy editor in chief of Berliner Morgenpost, told CNN. 'It was really traumatic.'
Richard Clarkson, from Brighton, told the Irish Independent he was at the nearby Irish Bar with friends when the incident happened.
Brighton resident Mr Clarkson said: 'I just walked out and I saw the truck, the windscreen was broken, I didn't see any bodies they were very quick to cover them up I think. 'The word terrorist is being thrown around a lot at the moment and people seem scared.'
German Interior Minister Thomas de Maiziere said the circumstances of the deadly crash were still unclear, but a lot pointed to an attack. 'We don't yet have anything conclusive regarding the circumstances and the course of events,' de Maiziere told ARD public television, adding that investigators were working hard to put together all the pieces of evidence.
'I don't want to use the word 'attack' yet although a lot points to that,' the minister said. One eye witness said the lorry had no lights on when it smashed into the market.
He said: 'He just drove onto the square from the Kant street. That had to have been intentional, because his lights were not switched on. And then I just heard this loud bang and hysterical screaming.' Australian Trisha O'Neill told the Australian Broadcasting Corporation she was only metres from where the truck smashed into the crowded market. 'I just saw this huge black truck speeding through the markets crushing so many people and then all the lights went out and everything was destroyed. 'I could hear screaming and then we all froze. The Komsomolskaya Pravda newspaper posted a photo of the hawthorn-scented bath essence bearing a label that it was composed of more than 90 per cent of the potable form of alcohol, ethanol, and would be “dangerous’’ if ingested.
Despite the warning, people drank the product like a regular alcoholic beverage, Russia’s federal Investigative Committee said in a statement.
It is a “terrible tragedy’’, the Kremlin spokesperson, Dmitry Peskov , told reporters, adding that President Vladimir Putin had been informed.
“This problem demands the utmost of attention and requires that measures be undertaken’’, Peskov said in comments carried by state news agency TASS.
Authorities have begun a crackdown on sales of the product and similar ones, opening a case on charges of negligent homicide.
More than 2,000 litres of such products have been confiscated, the Investigative Committee said. At least five people have been detained over the incident, TASS reported.

Describing Buhari as “the killer of Biafrans”, they alleged that he has killed over two thousand unarmed and peaceful Biafrans since June 17, 2015, stressing that the President is not allowed into any part of Biafraland until all those detained are released, and Amnesty International report investigated.
In a statement issued on Monday by its spokespersons, Barrister Emma Nmezu, Dr. Clifford Chukwuemeka Iroanya, IPOB warned that “any governor or Igbo politician that receives Buhari in Enugu will have himself or herself to blame”.
“The (IPOB) have received information that Retired Major General Muhammadu Buhari who committed treason on December 31, 1983, and was rewarded with Nigeria’s presidency after 32 years, will be visiting Enugu-Biafraland on the 22nd of December, 2016.
