Nigerian Drug Convict, John Okoro, Who Escaped From Indian Custody Rearrested

A Nigerian drug convict, John Okoro, who fled from police custody in India last Monday, has been re-arrested.
Mr. Okoro, 35, was re-arrested by the Anti-Narcotics Cell (ANC) of Mumbai police.
ANC sources told The Times of India that Mr. Okoro was arrested from the Navi Mumbai area, from where he was planning to flee to Mangalore by a private bus.
Police sources said Mr. Okoro, who resided in Koparkhairane in Navi Mumbai, was arrested in 2014 in a drug case.
The court convicted him for a three-year jail term. He was sent to Nashik central prison after conviction.
Mr. Okoro was released from jail on December 31 and was to be deported to Nigeria. He was brought to the ANC’s Azad Maidan lock up and kept on the first floor. He was due to be deported on the day he fled.
On the pretext of going to the washroom, he jumped from the first floor at 2 a.m. on Monday and fled. He jumped from the balcony, crashing through the asbestos roof and fled on foot.
The constable guarding him also leaped from the balcony in a desperate attempt to nab him, but ended up injured. The officer is recovering at the Nagpada police hospital.
An alert was immediately issued for Mr. Okoro.
“Around 2 a.m., Okoro told the constable on guard that he wanted to visit the washroom. He was being taken there when he jumped from the balcony. He landed on the asbestos roof, which immediately gave away,” a police officer said.
“He ran in the directions of Mahapalika Marg.”

Niger Delta Avengers: We Will Hit Buhari Terribly That His Eyes Will Shed Blood

Militant group, the Niger Delta Avengers, NDA, has threatened to renew hostilities in the oil rich region, saying it will hit President Muhammadu Buhari very hard in 2017.
The group said the threat was necessary following government’s inaction towards the peace talk agreed with the region last year.
NDA had last year agreed to cease hostility following Federal Government’s decision to enter into negotiations with leaders of the region.
However, there has been no concrete negotiation between the government and leaders of the region.
NDA in a statement by its spokesperson, Mudoch Agbiniho, accused the Federal Government of rejecting genuine dialogue and negotiations.
In the statement, the secessionist
warned that it will resume hostilities since government has decided to politicise the negotiation process.
The statement quoted the group as saying, the year 2017 will be filled with surprises ” a reconfiguration of the struggle for the liberation of our motherland.”
The statement reads in part: “As we get prepared for the challenges ahead 2017, We make bold to tell the people of our Niger Delta, sane minds in Nigeria and the comity of nations that the remaining 11 months and couple of weeks in 2017 will be filled with surprises and a reconfiguration of the struggle for the liberation of our motherland.
“Since, the declaration of cessation of hostilities in the region by all fighters and affiliates, it has been evidently clear that the Nigerian state is not ready for any form of dialogue and negotiation with our people to addressing the issues sustaining the unending sufferings and deprivation of the people of the Niger Delta.
“The world is aware that, after listening to calls from our Royal Fathers, Community Leaders, Stakeholders and members of the comity of nations especially the governments of the United States of America, Great Britain and the European Union, we halted all actions.
“The world knows that PANDEF, as team of critical stakeholders, was mandated to engender a genuine dialogue and negotiations process that will be made up of apolitical Niger Deltans to engage with the government and people of Nigeria, representatives of the International Oil Corporations and neutral observers.
“But this government decided to go around to politicizing the process to forestall any genuine dialogue and negotiations.
“It is our belief that the 2017 national budget is not based on the crude oil production output from the Niger Delta, but on the newly found oil deposits in the North and the new pipelines constructed from the Niger Republic.
“That is the way to discuss with the deaf, when he cannot understand your soft massage. We are determined to hit him very hard and deadly that even his eyes will shed blood, his ear will be more deafened and his heart shall quake when he sees, hear and feel the outcome of our next activities.”

How a Witch Saved My Life Years Back – Pastor Adeboye

 pastor adeboye rccg sunday service
The Redeemed Christian Church of God, RCCG, General Overseer, Pastor Enoch Adejare Adeboye, has disclosed how God used a witch to save his life when he was young.
Adeboye, in a Thanksgiving and Prophetic Declaration Service at the church national headquarters, Throne of Grace Parish in Ebute-Meta, Lagos, narrated that God used the witch to stop him from eating kola nut which would have led to his death.
In a sermon entitled: “God Loves Me” the clergyman attributed his continued survival to God’s faithfulness and love.
According to the former lecturer, “I was telling my children that whenever we wanted to study at night while we were young, we used kola nut as our own coffee as we did not have money to buy coffee. We ate the kola nut to stay awake.
“One day, the number one self confessed witch in our compound, called me and said: “Dejare, why won’t you stop eating kola nut?
” The witch warned me to desist from what can lead to my death. I think God spoke through the witch and I can say God loves me.
“You are alive today not because you are clever, wise or know how to do it but simply because God loves you. There are lots of people who are in the prison who are free. I was at the Kirikiri Prison where I heard testimonies that brought tears to my eyes.
“Some of them said they were in prison but they are free men because they have Jesus; they were incarcerated but they are free. And there are people who are outside the prison who are prisoners.
“It is because God loves you that you are able to conquer all that the devil threw at you last year. Left for the enemy you, will not be here today but because God loves you, you are more than conqueror.”

1,000th Day in Captivity: President Buhari Says FG Remains Committed to Freedom of Abducted Chibok Girls

President Muhammadu Buhari has assured that the Federal Government remains committed to securing the release of the Chibok schoolgirls kidnapped by Boko Haram insurgents on April 14, 2014.
Buhari gave the reassurance in a statement to commemorate the 1,000th day of the abduction of the schoolgirls from Government Secondary School, Chibok, Borno.
The statement was issued in Abuja on Sunday by the President’s Special Adviser on Media and Publicity, Femi Adesina .
“We are grateful to God that on this landmark day, we are not completely in the depths of despair, but buoyed with hope that our daughters will yet rejoin their families and loved ones. Three of them have been recovered by our diligent military, while the freedom of 21 others was secured through engagement with their captors. We are hopeful that many more will still return as soon as practicable,” he said.
He reiterated his pledge, pronounced many times in the past, that government would not spare any effort to reunite the girls with their families.
“I salute the fortitude of the distraught parents. As a parent also, I identify with their plight. Days turned to weeks, weeks turned to months, months turned to years, and today, it is 1,000 days. The tears never dry, the ache is in our hearts. But hope remains constant, eternal, and we believe our pains will be assuaged. Our hopes will not be shattered, and our hearts will leap for joy, as more and more of our daughters return. It is a goal we remain steadfastly committed to,’’ he added.
President Buhari also commended all who have been in the vanguard for the recovery of the girls, both nationally and internationally.
The president also reassured that the nation’s intelligence and security forces had redoubled their efforts toward ensuring speedy recovery of the remaining girls and others in captivity.
“Someday soon, we will all rejoice together. Our intelligence and security forces are unrelenting, and whatever it takes, we remain resolute. Chibok community, Nigeria, and, indeed, the world, will yet rise in brotherhood, to welcome our remaining girls back home. We trust God for that eventuality,” Buhari said.

Not more than 5 People go on a UK Trip with Me – Aisha Buhari

Aisha Buhari
Wife of the President, Aisha Buhari has reacted to a report by online news medium, SaharaReporters , that the Nigerian High Commission in the UK spends a minimum of £7,000 for hospitality on each of Aisha’s trips to the UK.
In a statement by her media aide, Adebisi Ajayi , Aisha also dismissed the report that she traveled to U.K with a large entourage, saying that the highest number of people on a trip with her were 5 – 3 of her children, her ADC, and her personal physician.
See the statement below:
The attention of the Wife of the President, Hajia Aisha Buhari has been drawn to a report in Sahara Reporters where, she was amongst other things accused of abuse of privileges at Nigerian High Commission in London.
It is not in her interest to join issues with anyone or defend others mentioned in the report, it is however paramount to put the record in proper perspectives as its concern her trips to UK vis-à-vis the Nigerian High Commission in London.
Aisha Buhari has never traveled to London with a large entourage as was carried in the report. The highest number of people on a trip involves her three kids, ADC, and her personal physician.
The Nigerian Commission in London has never offered any favor either monetarily or materially to her or her so called entourage on any of her trips to London.
The state house in Abuja caters for her meal when necessary, and other healthy food or variety needed by her children are her personal responsibility.
It is on record that the Nigerian Commission in London does not receive Aisha Buhari at the airport with any official distinction or privileges as was accorded other first ladies before her. Her drivers are privately arranged without any recourse to the embassy for staff.
She has never complained or raised dust about any of these acts by the High Commission because of the understanding, as clearly spelt out and practiced by her husband, that public office must be separated from the private lives of the occupants.
She has always been an advocate of good governance where officials of government are responsive and appealing to their constituents, it therefore baffles the imagination that one could believe she would corroborate with any government official however highly placed either at home or abroad to shortchange the Nigerian people.
These records are not hidden for a non-mischievous reporter who really intends to inform the people and not to disparage the family of the President just to add weight to a report.
Aisha Buhari would have ignored this, like all of such baseless accusations, but the angle to which the report was presented has a corruption and abuse of privileges connotation which negates the fundamental principle upon which this administration thrives.
Consequently, SaharaReporters or any of the embassy staff is hereby challenged to provide any concrete evidence either in hard or soft copy to contradict Aisha’s Buhari’s position as it concerns her trips to London. “Sahara reporter should take the challenge and come out with the true version in relation to Aisha Buhari if not for her reputation and that of her family, but for the sake of good Nigerians who deserve to know the truth at all

Arik Air Passengers Stranded at Kaduna Airport Since Tuesday

Several passengers, including children, have been stranded at Kaduna International Airport since Tuesday, following the failure of Arik Air to airlift them as scheduled.
Some of the disappointed passengers made the complaint to the Minister of State for Aviation, Sen. Hadi Sirika, at the airport during the on-the-spot assessment of the facilities on ground.
They lamented that they had been parading the airport since on Tuesday just to board Arik air from Kaduna to Lagos to no avail without any explanation or apology from the airline officials.
They described the attitude of the operators of the airline as nonchalant because there was no any notification by any means.
They added that it was until after the passengers approached the minister to complain that one of the official told them to come back on Saturday.
The airline was said to have been canceling its flight without considering the distance they traveled from or the implication of such on their businesses.
One of the passengers who gave her name as Mrs Nkenna with her three kids said that she and her family were supposed to have traveled to Lagos on Tuesday.
She said the airline had been cancelling flight without prior notification, adding that it has been the same experience in the last four days.
“I and my family, including our children are stranded at Kaduna Airport (because of Arik Air’s delay). I don’t know what to do because the airline did not give us any prior notice to the cancellation of the flight; no SMS, no email. We have been coming to the airport everyday since on Tuesday hoping to to board only for an official of the airline to tell us on Friday that we will board on Saturday,” she said.
Another affected passenger, Janet Oyedele , expressed her frustration with the airline, saying she was not aware of the cancellation of the flight until she got to the airport.
“One of the staff working at the airline’s counter assured us that the flight was rescheduled for Saturday but was not sure of the possibility of the flight. Arik Air seems to be a disgrace to this country and unfortunately for them, they are not the only carrier flying, why are other airlines not affected? The reason is Arik air has been messing up with passengers and getting away with it over time,” she said.
Reacting to the four-day cancellation of flight, Arik Air Communications Manager, Ola Adebanji, said it was due to fuel scarcity and bad weather.
According to Adebanji, there is fuel scarcity earlier in the week coupled with bad weather. So, it is not deliberate but if the weather is okay to fly today, they will go.
On whether there would be any form of compensation for the passengers, he said he was not aware of that.

Adeboye remains GO worldwide as Obayemi leads RCCG Nigeria

Pastor E.A Adeboye has appointed Pastor Joseph Obayemi to lead the Redeemed Christian Church of God Nigeria.

Obayemi will be the 'national overseer' while Adeboye remains the general overseer worldwide.
Adeboye retires as RCCG general overseer
Adeboye retires as RCCG G.O. and Obayemi has been named as successor
Earlier report had it that Adeboye has retired as the general overseer of the church.
However, a statement signed by Leke Adeboye, the clergyman's last son clarified that Adeboye remains the general overseer, Worldwide of RCCG while Obayemi will be leading the RCCG Nigeria.
According to him, the development was in line with the new legal requirements set up by the Financial Regulations Council, guiding all registered churches, mosques, and CSOs.
"The regulation stipulates that heads of non profit organisations like churches now have a maximum period of twenty years to lead their organizations while in retirement, they are not permitted to hand over to their families," the statement reads.
Before his appointment, Obayemi was the former special assistant to the general overseer on finance.
Pastor Johnson Odesola, who was the special assistant on administration and personnel, was also appointed as the church secretary.
Recall that last year, the church said those calling for his retirement because of his age were ignorant of the church’s doctrine.
Adeboye, 74, was appointed general overseer of the church in 1991, taking over from Papa Akindayomi, who had died the previous year.

Who is Nana Akufo-Addo, the fifth President under the Fourth Republic of Ghana?

An accomplished lawyer, he has previously served as Attorney-General and as Foreign Minister.
He is a founding member of the NPP and was at the forefront of the long and hard struggle against military dictatorship and towards democratisation in Ghana.
His vision is to create a modern society, by transforming the Ghanaian economy, deepening the democratic culture and leading Ghana to participate fully in the project of regional and continental unity.
He believes in Ghana and believes that the destiny of Ghanaians is intimately linked to the realisation of Africa's political and economic integration.
Today, Nana Addo Dankwa Akufo-Addo begins a four-year journey to transform Ghana as he takes over the leadership of the country as President.
But the road to the highest office of the land has not been a smooth one for the country's former Attorney General.
On two occasions, he has failed to win the presidential primaries of the NPP.
On two more occasions (2008 and 2012), he again failed in an attempt at becoming president albeit there was controversy as to whether he actually lost the 2012 elections.
The situation prompted a court action by Nana Akufo-Addo. But the highest court of the land - the Supreme Court, upheld the verdict by the Electoral Commission that named John Dramani Mahama the duly elected president in that election.
A few years down the line and Nana Akufo-Addo stands as the country's next president after beating the NDC's John Dramani Mahama in the 2016 polls.
He assumes the seat of government as the fifth President of the Fourth Republic.

Nana Akufo-Addo will be the fifth President under the Fourth Republic of Ghana

Following years of struggle to take control of the presidency, the New Patriotic Party's Nana Addo Dankwa Akufo-Addo will today rise to the highest office of the land as he is sworn-in as the fifth President in the Fourth Republic of Ghana.
The investiture of Akufo-Addo will be the final and complete point of power transition from the John-led NDC government to the Akufo-Addo-led NPP administration.
Scores have thronged the Black Star Square to witness the swearing-in ceremony of Nana Akufo-Addo.

resident Buhari's Double Standard Syndrome.

Reno Omokiri

Leadership matters in the development of nations. Today Aliko Dangote is worth less than half of what he was worth under former President Jonathan. He was worth $25 billion in 2014 and is now worth $12.4 billion today! Listen to the words spoken by Aliko Dangote about President Jonathan on Friday the 6th of September, 2013 in Nairobi while speaking to the political and business elite of Kenya: “As you all know, without good policies of government, there is no way a person like me from a big town like Kano can rise from a humble beginning to become the 25th richest person on earth. Without the policies of President Jonathan and also making sure that there is consistency in the policies of the government, this could not have happened”.
I wonder what Africa’s richest man would say about President Muhammadu Buhari behind closed doors. Hardly (or never) has a country deteriorated so speedily as Nigeria has under the stewardship (if you can call it that) of President Muhammadu Buhari. In just eighteen months, President Buhari has become the poster boy for the adage that it takes time to build but little or no time to destroy. And it is not just on the economic side that things have unraveled. Social justice, human rights and fundamental freedoms are all being rolled back under this administration.
Name your dog Buhari in today’s Nigeria and you will be diligently prosecuted but commit genocide in Southern Kaduna and you won’t even be charged! Openly behead a female evangelist and your case may be dismissed even if you are charged, but criticise a governor, who himself criticises wildly, and be speedily charged to court. Accuse PDP politicians and security forces arrest them before investigation. Produce proof of the Secretary to the Government of the Federation’s alleged corruption and the same forces are suddenly paralysed. Welcome to President Buhari’s new and improved Nigeria. Under President Muhammadu Buhari, Nigeria practices a dual legal system where the All Progressives Congress politicians are innocent until proven innocent. If you doubt me, then ask Rotimi Amaechi and Babachir Lawal who are attending Federal Executive Council to decide the fate of Nigeria while Femi Fani-Kayode and Olisa Metuh are in and out of court. Alas!
Corruption cannot kill corruption. When you fight corruption with double standard, it is not corruption you kill, but your integrity. And while the Southern Kaduna killings rage on and go seemingly unnoticed by our President, I was shocked to read that the Presidency had issued a statement condemning the recent death in police custody of Tochukwu Nnadi in South Africa. Not that I am happy that Tochukwu was killed. Far from it. I am sad. Very sad. But why condemn one death in South Africa and remain silent on genocide in Southern Kaduna? And then it finally hitme! If you are a Nigerian and you want the government of President Muhammadu Buhari to condemn your killing, you better make sure your killers kill you in Southern Africa and not in Southern Kaduna!
Still on Kaduna, I am particularly pained because I saw it coming. My grouse about the Christian Association of Nigeria which refused to heed the warnings of many of us who saw the direction the nation was and is still heading and gave strong warnings. I publicly warned the Body of Christ immediately after the killings of hundreds of Shiites (according to the official Kaduna White Paper on the killings which declared that over 300 Shiites were killed) that if we did not speak up for Shiites, our turn would come too. With what is happening now in Southern Kaduna, did I lie? You should not wait until injustice touches you before you speak up for justice! That is a lesson the world learnt from Germany when the SS kept on coming for one group or the other until there was no one left to talk again.
And the double standard continues to manifest themselves everywhere. For instance, it did not take the Economic and Financial Crimes Commission and the DSS this long to investigate and arrest PDP politicians. Why the foot-dragging on Babachir, the Baba of IDP funds? Why is he allowed to continue in office during his investigation, yet the same Presidency wanted accused judges to step down during theirs? Is there one rule for Babachir and another rule for the perceived enemies of President Muhammadu Buhari? One would think that a man accused of stealing from IDPs would be expeditiously investigated and tried. Or is it a case of when I see the broom I will pass over? When Stella Oduah and Barth Nnaji were accused of corruption (and a mere conflict of interest in the case of Nnaji), then President Goodluck Jonathan asked them to resign within weeks. Today, our so-called anti-corruption president, Muhammadu Buhari, is waiting for ‘further investigations’ before moving against the famous grass cutter, Babachir Lawal. With the likes of Rotimi Amaechi, who spent half a million hosting Wole Soyinka, I guess N270 million to allegedly clear grass for IDPs is no big deal to President Muhammadu Buhari!
And the same government that arrested several newspaper publishers and proprietors and also forced them to refund monies that they received for public relations and media agency is now doing something similar in a case of do as I say, don’t do as I do.
The Buhari administration budgeted N180 million to ‘facilitate appearances with social media influencers’. This from a so-called anti-corruption regime! After ‘facilitating’ the Social Media influencers with these taxpayers’ millions, the same administration sends the EFCC to arrest its political opponents for ‘facilitating’ their own media associates! Apparently, this administration wants a monopoly on ‘facilitation’ and jealously guards the monopoly using law enforcement agents paid with our tax Naira. Even conservative global media houses now feel compelled to write about the double standard that exists in Nigeria under President Buhari because they are so glaring to the point of being blatant. Writing in December 2016 for instance, Bloomberg had this to say about Buhari’s Nigeria: “Out of 17 top positions in the army, navy, air force and other security agencies, (only) three are from the south.” This is coming from a foreign news medium! Look at the excuse the President gave for not attending the South-east Economic and Security Summit in Enugu. In an official statement, the Presidency said “stakeholders from the South- east came and advised him (the President) not go in view of the closeness of the date to Christmas; that given the sensitivity of the period to the people, a presidential visit may come with over exertion and possibly, be disruptive of Christmas.”
Even if you must lie, must the lie be so unintelligent? The President did not attend and did not send a representative because “of the closeness of the date to Christmas”, yet he still approved the military and paramilitary’ Operation Python Dance which made 2016 the worst year for South easterners since the civil war ended 47 years ago! And yet when the same President was compelled by bad weather to cancel his state visit to Bauchi State on December 29, 2016, he felt moved enough to tape a video message in Hausa, explaining to the people of Bauchi why he was unable to come and apologising to them profusely. You may recall that President Buhari got something like 97% of the votes of Bauchi State but only got less than 5% of the votes of the South-eastern states. Those who thought the President was joking in July 23, 2015 when he said “the constituents, for example, gave me 97% cannot in all honesty be treated on some issues with constituencies that gave me 5%” now know that our President was speaking the truth, the whole truth and nothing but the truth. Fellow Nigerians, brace up. Double standard is now an official state policy!

Court Remand Herdsman For Damages To Farm In Ekiti

An Ado-Ekiti Magistrate Court has ordered the remand of a herdsman, Abdulahi Abubakar in prison custody for allegedly conspiring with others now at large to cause damage to farm valued at N1.2 million.
The police prosecutor, Sgt. Caleb Leranmo told the court on Friday that the accused and others at large committed the offence on December 4 at about 5:00pm at Itapaji-Iyemero in Ikole-Ekiti.
He alleged that the accused conspired together to commit an offence to wit malicious damage, punishable under Section 7 of Cattle and other Ruminants Grazing, Ekiti State Law 2016.
The prosecutor said the accused, on the said date, with others at large, did unlawfully rear cows into yam farm belonging to one Emmanuel Augustine and destroyed the farm value N1.2 million.
According to him, the accused committed an offence punishable under Section 4(3) and 7 of Cattle and other Ruminants Grazing, Ekiti State Law 2016.
The accused pleaded not guilty, as his counsel, Miss Oluwasayo Ayomide applied for his bail but was opposed by the police prosecutor.
The prosecutor stated that the offence was rampant and also it would enable the police to arrest others involved in the crime.
Chief Magistrate Adesoji Adegboye refused to grant bail and consequently remanded the accused in prison custody.

Fayose In Fresh Trouble For Alleged Diversion Of N8.877bn Paris Club Refund

Fayose
Ekiti State governor, Ayodele Fayose, may have run into fresh trouble with the Federal Government after it was found that he collected the sum of N8.877 billion from the N388.304 billion released to 35 states as refunds from over-deductions on London-Paris Club loans but only paid one out of the eight-month salary arrears he owed workers in the state.
Fayose was also said to have paid a curious 13th month salary as bonus while the arrears of seven-month salaries owed the workers were left unpaid.
A reliable source in the Presidency, who spoke in confidence with one of our correspondents yesterday, said President Muhammadu Buhari has lived up to his pledge to ease salary crises in all the states by releasing N388.304 billion to 35 states but many of the states failed to abide by the agreement they had with the President that they would give preference to settling arrears of workers’ salaries.
The Presidency source said: “The agreement between the Federal Government and the state governors was very clear.
“While 50 per cent of the amount released was to be used to offset outstanding salary and pension arrears, the remaining 50 per cent would be used for the payment of other obligations.
“Some governors have however reneged on this agreement.
“Security reports available to the Presidency showed that Governor Ayodele Fayose paid only one month out of eight-month salary arrears.
“The same governor went ahead to pay a curious 13-month salary to Ekiti workers. Yet, he got N8.877 billion refund.
“Instead of accounting for what he used the loan refund for, he has the temerity to attack the Federal Government on hardship in the country.
“The relevant agencies are monitoring development in Ekiti and some states.”
Reacting to the allegation on the telephone yesterday, Ekiti State Commissioner for Finance, Toyin Ojo, admitted that the state got N8.8 billion from the Paris Club refunds.
But he said that the state’s share of the money was only N5.3 billion, which he said could barely pay one month out of the arrears of salaries owed the civil servants in the state.
According to him, the wage bill for a month stands at N5.2 billion.
He also said that workers in the local government sector could only get one month from the arrears of salaries owed them.
The Federal Government had released the sum of N388.304 billion out of N522.74 billion
to 35 states as refunds of over-deductions on London-Paris Club loans.
Topping the list of states with the hugest reimbursements are states controlled by the opposition Peoples Democratic Party (PDP), contrary to their claims that they were being financially oppressed by the administration of President Muhammadu Buhari.
The biggest earners include Akwa Ibom, Bayelsa, Rivers, Delta, Katsina, Kaduna, Lagos, Imo, Jigawa, Borno, Niger, Bauchi and Benue states.
But the reimbursement profile has shown that some governors fed their states with wrong figures of the sums given to them.
Investigation conducted by our correspondent revealed that 35 of the 36 states benefitted from the refunds of N388.304 billion.
Although most of the governors have begged the Minister of Finance, Mrs. Kemi Adeosun, not to make the list of reimbursements public, The Nation was able to source the breakdown of the reimbursements exclusively.
The document indicated that all the 35 states were credited with their shares of the N388.304 billion as at December 27, 2016.
Our correspondent obtained the names of the bank, the account and the account numbers where each state’s share was remitted.
Only Kano State and the FCT have so far not benefitted from the reimbursements.
According to the list, Kwara State got two types of refund totaling more than N9.188 billion.
Kwara’s shares include N5,415,167,236.97 refund to the state government and N3,773,082,953.54 for its 16 local government areas.
Findings also confirmed that Ondo was only paid 50 per cent of its refunds (N6,513,392,932.28) because of leadership change in the state, which will soon lead to the inauguration of Chief Rotimi Akeredolu as the new governor.
A breakdown of the list of top beneficiaries of the refunds is as follows: Akwa Ibom, N14,500,000,000.00; Bayelsa, N14,500,000,000.00; Delta, N14,500,000,000.00; Kastina, N14,500,000,000.00; Lagos, N14,500,000,000.00; Rivers, N14,500,000,000.00; Kaduna, N14,362,416,363.24; Borno, N13,654,138,849.49; Bauchi, N12,792,664,403.93; Benue, N12,749,689,453.61; Sokoto, N11,980,499,096.97; Osun, N11,744,237,793.56; Anambra, N11,386,281,466.35; Edo, N11,329,495,462.04; Cross River, N11,300,139,741.28; Kogi, N11,211,573,328.19 and Kebbi, N11,118,149,054.10.
The document said: “Ondo payment represents 50 per cent of the refund due to transition of leadership in the state. Further instructions are being awaited on balance payment.
“Adamawa, Kwara 22b on the list, Oyo and Taraba payments represent the portions due to the respective local governments.”
But the Presidency was uncomfortable with the attitude of some state governors to the management of the refunds.
Responding to a question, another source in government said: “It is unfortunate that some state governors under-declared the refunds made to them.
“Some of them were also discovered to be giving spurious analysis in order to cover up the actual figures.
“In fact, some states changed the agreement overnight.
“A state said the President asked states to use at least 25 per cent of their London and Paris Club refund to offset salary arrears.”
Investigation showed that about N134.44 billion out of the approved N522.74 billion will soon be paid as refunds to some states.
The top government source added: “Yes, as at December 27, 2016, all the 35 states had received the N388.3 billion refunds. The balance of N134.44 billion will soon be accessed.”
Following protests by states against over-deductions for external debt service between 1995 and 2002, President Muhammed Buhari had on December 2, 2016 approved the release of N522.74 billion to states as refunds pending reconciliation of records.
Each state is entitled to a cap of N14.5 billion being 25 per cent of the amounts claimed.
But the government has raised a team to scrutinise claims by states and reconcile with available records.
These developments were contained in a statement issued in Abuja by the Special Adviser on Media to the Minister of Finance, Mr. Festus Akanbi.
The statement said: “The Federal Government has reached a conditional agreement to pay 25% of the amounts claimed subject to a cap of N14.5 billion to any given state. Balances due thereafter will be revisited when fiscal conditions improve.
“Mr. President’s overriding concern is for the welfare of the Nigerian people, considering the fact that many states are owing salaries and pension, causing considerable hardship.
“Therefore, to ensure compliance with the directive that a minimum of 50% of any amount disbursed is dedicated to this, funds will be credited to an auditable account from which payments to individual creditors would be made. Where possible, such payments would be made to BVN linked accounts and verified.”
But any state paid refunds in excess of its outstanding claims might suffer deduction from its monthly allocations from the Federation Account.
It said: “Due to the fact that reconciliation is still ongoing and the final outcome might show an under or overstatement of claims, an undertaken has been signed by state governors, declaring that in the event the amount already paid exceeds the verified claim, the surplus would be deducted directly from the state’s monthly FAAC allocations.
“The total amount approved by the President is N522.74 billion and is to be paid in batches. The first batch of N153.01 billion is currently being processed for release to 14 state governments.
“The release of these funds is intended to support the fiscal stimulus programme of the President Muhammadu Buhari-led administration to provide direct stimulus through government spending. It is particularly aimed at boosting demand at consumer level and reversing the slowdown in economic activity.

Nigeria Buys New Aircraft From Russia

The Nigerian Airforce says it has acquired two Mi-35M attack helicopter from Russia to fight terrorists and criminal gangs.
The Mi-35M is a rugged helicopter that offers round the clock combat use of guided and unguided weapons in regular and challenging climate conditions which is equipped with the latest navigation suite, target sights system, laser range finder and location finder.
“The aircraft have already been delivered awaiting official induction after which they will be launched for operations,” the Chief of Air Staff, Sadique Abubakar, said at a media briefing in Abuja on Friday.
He said the Air Force has also installed camera on a Beechcraft aircraft NAF 202 and NAF 204, and upgraded the camera on NAF 201 all in 2016.
“Furthermore, 3x EC-135 helicopters were handed over to the NAF by NNPC in March 2016. In collaboration with Aero-contractors Nigeria Ltd, 2 of the helicopters were reactivated.
“These included NAF 547 and NAF 548. Efforts are also on-going to carry out PDM/reactivation of 2x Mi-35P helicopters NAF 530 and NAF 531,” he said.
The Air force has also recently inducted four new Super Mushshak Trainer Aircraft, which were acquired from Pakistan.
Trainings
The Air Force also said it spent over N25 billion to train pilots in 2016. The pilots were trained both locally and outside Nigeria.
The Chief of Operations of the Force, Isiaka Amao, an Air Vice Marshal, who made the main presentation said the training activities of the Airforce in 2016 placed more emphasis on “pilots, engineers, technician and regiment personnel”.
“The NAF in 2016 trained 869 of its personnel overseas including 101 pilots and 357 engineers and technicians, while 4,868 were trained locally including 131 pilots and 643 engineers and technicians,” he said.
Throwing more light later, the Chief of Training and Operations, Ahmed Iya, also an Air Vice Marshal, said the Airforce spends “between $600,000 to $700,000 to train Pilots overseas while about $60,000 to $70,000 is spent to train Pilots locally”.
At official rate of N305 to the dollar, the force spent some N25. 7 billion on the pilot trainings.
The Air Chief said 14 Pilots recently graduated and joined the pool of fighter pilots within the service adding “presently more Pilots are training in Ilorin, Jordan and with the Egyptian Airforce”.
The Air force Chief also said “a total of 6,000 hrs was flown by NAF platforms translating to Jet A-1 fuel consumption of 10,525,945 liters”. He said despite this extensive employment of air power, “the casualty figures of own troops were minimal due to the professionalism displayed by NAF pilots”.
He however, failed to give the exact figure of the total casualty.
New Command
Mr. Abubakar, Air Marshal, said due to the additional responsibilities that the Air Force is facing as it supports other forces in the various operations within the country, a new command was established in Bauchi state.
He said the Fifth Command has already taken off while nine units under the Command were equally established.
He said the Service had to intervene in providing infrastructure at the newly established units.
“Some of these units are HQ SOC Bauchi, Forward Operation Base (FOB), Katsina, Quick Response Wing Daura, 201 Composite Group, Bauchi, and Quick Response Groups, Owerri and Gusau.
“Contracts for construction of Group HQ building, officers and joint airmen Mess, residential accommodation for officers and airmen as well as provision of water and electricity have been awarded for development of FOB Katsina and QR Wing Daura,” he said.
He added that the development of 201 Composite Group is at advanced completion stage with nearly all the residential accommodation blocks, apron, fire bay parade ground and other facilities as well as provision of electricity, water and access road in place.
“Additionally, a 60-bedded reference hospital has been constructed and awaiting commissioning. Contracts for the extension of apron and construction of taxiways and access road to operational area have also been awarded,” he said.
On the recent accident of one of the Helicopters given to the service by President Muhammadu Buhari, the Chief of Training and Operations said the Service is unable to give update to the Nigerian public because investigation is ongoing.
The helicopter crashed in Makurdi Benue state with no casualty.
The Air Force Chief said the Cockpit Voice recorder has been returned to the manufacturer to help the service extract the relevant data for analysis.

Avengers Launches Operation Walls Of Jericho And Hurricane Joshua

OPERATIONS WALLS OF JERICHO AND HURRICANE JOSHUA
The High Command of the Niger Delta Avengers (NDA), felicitate with all fighters and commands for job well done in 2016 and welcome us all to the year 2017! We earnestly praise the people of the Niger Delta for your prayers and support to the liberation movement. We thank the local and international press community for telling our story.
As we get prepared for the challenges ahead 2017, We make bold to tell the people of our Niger Delta, sane minds in Nigeria and the comity of nations that the remaining 11 months and couples of weeks in 2017 will be filled with surprises and a reconfiguration of the struggle for the liberation of our motherland.
Since, the declaration of cessation of hostilities in the region by all fighters and affiliates, it has been evidently clear that the Nigerian state is not ready for any form of dialogue and negotiation with our people to addressing the issues sustaining the unending sufferings and deprivation of the people of the Niger Delta. The world is aware that, after listening to calls from our Royal Fathers, Community Leaders, Stakeholders and members of the comity of nations especially the governments of the United States of America, Great Britain and the European Union, we halted all actions.
This prospect for hope for a genuine dialogue and negotiations have been dashed and rejected. The world knows that PANDEF as team of critical stakeholders was mandated to engender a genuine dialogue and negotiations process that will be made of apolitical committed Niger Deltans to engage with the government and people of Nigeria, representatives of the International Oil Corporations and neutral observers. But this government decides to go around to politicising and blackmailing the process to forestall any genuine dialogue and negotiations.
The world should be assured that, our next line of actions to redeem Operations Red Economy will be unannounced with surely overwhelming signatures to this government and humanity. The world is aware that, the government of Nigeria has ear problems but we never knew that it has taken a detoriating deaf level dimensions. It is only through hard knocks we can speak to the Nigerian government henceforth.
It is our believes that, the 2017 national budget of the federal republic of Nigeria is not based on the crude oil production output from the Niger Delta but it is based on the newly found oil deposits in the North and the new pipelines construction from the Niger Republic. It is also worthy to inform the IOCS and their partners that have been awarded the 2017/2018 crude oil term contracts by the Nigerian state as listed below

That their contract at a time when the Nigerian State has turn deaf ears to the Niger Delta Agitation is seen as a conspiracy against our people that will fail. These contracts will make or mare the destinies of your companies in our Niger Delta.
To our Niger Delta people, we feel your pains from these dashed hopes of a genuine talk once again. All fighters and commands are hereby placed on high readiness in your webs of operations to hit and knock the enemy very hard. That is the way to discuss with a deaf, when he cannot understand your soft massage. We are determined to hit him very hard and deadly that even his eyes will shed blood, his ear will be more deafened and his heart shall quake; when he sees, hear and feel the outcome of our next activities.
On this note, we are declaring "Operations Walls of Jericho and Hurricane Joshua” simultaneously to reclaim our motherland and dislodge all cleavages the Nigerian Ruling oligarchy has foisted on the region that is sustaining the ongoing primitive accumulation by dispossession.

Asiwaju Bola Ahmed Tinubu Praise President Buhari

THE National Leader of the All Progressives Congress, Asiwaju Bola Ahmed Tinubu, has commended President Muhammadu Buhari for the commencement of the payment of N5,000 each to the poor and most vulnerable under the Conditional Cash Transfer programme of the present administration.
The programme was part of the cardinal promises of Buhari during the 2015 campaign.
Asiwaju Tinubu said the stipend for the poor was a sign of the Buhari-led APC government’s commitment to people’s welfare.
He said in a statement by his Media Office: “I commend President Buhari for keeping faith with his campaign promise. I commend him for empathizing with the poor and the most vulnerable among us.
“The payment could n’t have come at a better time than now. The stipend is a sign of the government’s commitment to people’s welfare. We must all unite to beat poverty and bring prosperity to the land.”
Tinubu again called for support for the present administration, saying with such, the government would soon turn things around for the benefit of the people.
President Buhari had started the payment of N5,000 each to one million poor Nigerians under its Conditional Cash Transfer programme, which is one of his cardinal campaign promises.
Under the programme, the President had promised to empower one million poor and most vulnerable with the N5,000 monthly stipend each.
The programme is under the government’s Social Investment Programmes, where N30,000 monthly stipends were earlier paid to 200,000 youths under the N-Power programme, which began in December 2016, and the School Feeding programme.
The commencement of the N5,000 payment was announced on Monday in a statement from the Office of the Vice-President, Prof. Yemi Osinbajo.
The statement, signed by the Vice-President’s spokesman, Laolu Akande, said the first batch of payment would cover nine states.
Akande said some of the beneficiaries had started receiving their payments since December 30, 2016.
Akande had said funds for the payments to beneficiaries in Borno, Kwara and Bauchi States were released last week to the Nigeria Inter-Bank Settlement System, the platform that hosts and validates payments for all government’s SIP.
He said the funds for another set, which included Cross Rivers, Niger, Kogi, Oyo, Ogun and Ekiti States, would follow soon to complete the first batch of beneficiaries.
According to Akande, the nine pilot states were chosen because they had an existing Social Register that successfully identified the most vulnerable and poorest Nigerians.
He said the registers emerged through a tried and tested community-based targeting method working with the World Bank while other states were developing their social registers and would be included in subsequent phases.
Akande said the Federal Government would commence community mobilisation for the creation of the social registers in more states to expand the scope and reach of the Conditional Cash Transfer across the country.

Escapees identify Boko Haram abductor on wanted poster

The two sisters beside the poster on which they identified their kidnapper

Two teenage girls who were abducted in Bama, Borno State, by insurgents have identified the picture of the Amir (Commander) that led others to abduct them from their family home, where he was a daily caller before he joined Boko Haram. Maimuna, 17, and Maryam, 15, are Shuwa from the Muhammat family in Bama, where the only male of four children, Usman, was going to secondary school along with a close friend, Abba Fanni.
At the Maiduguri residence of the Muhammat family, where they are now living as Internally Displaced Persons (IDPs), the friendly matriarch, Ashe, who only speaks Shuwa and Kanuri declined to speak about her experience with insurgents, as it would remind her how she watched helplessly as armed terrorists, acting on instructions of a boy she helped raise, took away her three daughters and son.
Maryam recalled the friendship of the Boko Haram Amir called Abba. “He tried to introduce our brother to some friends, but he was suspicious. Suddenly, we started hearing that Abba had joined the insurgents. He was like a member of our family. When Boko Haram took over Bama, our father fled to Maiduguri and left us in Bama. Abba stopped us one day when we were going to fetch water and told my sister, Maimuna that he loves her and will one day come to marry her.”
Maryam and her sisters went back home and told their mother, and they shrugged it off. But a few days after, he came along with armed men on motorcycles to ask for Usman. “When they could not find him, they forced I and my two sisters to go with them. They blindfolded us and whisked us away on the motorcycles to a house in Bama.”
Maryam said it was when she was in detention that she got to know that Abba was an Amir. “On our seventh day in the cell, we overheard the insurgents planning to marry us off the following day. We wept but fortunately for us, there was a problem somewhere in Bama around 11am the next morning and all the insurgents rushed there to reinforce. We all sneaked out, with some other detainees and escaped. We got home and escaped with our mum from Bama that same day. Later, our mother told us that after we were taken, the insurgents went back and took away our brother. It’s about three years now and we haven’t heard anything about him.”
Maryam said while fleeing Bama, she met some escapees also trekking to Maiduguri through a bush path, on a journey that lasted nine days. “I first stayed at Dalori camp from where I traced my father and other relations.”
The girls said shortly after relocating to Maiduguri, they visited the Customs area one day and joined others looking at the poster which showed most-wanted insurgents when they saw Abba’s photo. “We lost control and shouted that this is the fellow who abducted us. We hope that he’ll be arrested one day and we’ll go and watch him being executed.”
Both teens said their priority is to marry and settle down, adding that if their husbands want them to go to school, they would love that.

Kerosene soars to N400/litre

The price of Kerosene, an essential household commodity, has increased by 60 per cent in Kaduna, from N1,100 a gallon in December, 2016 to N1,600 in first week of January 2017.
Dealers of the product told the News Agency of Nigeria (NAN) in Kaduna on Friday, that the products suddenly became scarce and expensive, which was responsible for the sharp increase in the price.
One of the dealers, Mrs. Joyful Adeyemi, told NAN that she bought kerosene in December, 2016 at N47,000 a drum and sells a gallon between N1,100 and N1,200.
“Only for the price to increase to N72, 000 a drum as at yesterday.
“This change forced me to increase the price to N1,600 a gallon; otherwise, I will be running at a loss.
“More so, the product is scarce. I had to part with extra money to be able to get the quantity I needed, ‘’she said.
Another dealer, Mr Sammy Bodam, said that patronage had drastically reduced due to the hike in the price.
A consumer, Jamila Abubakar said that the sharp increase had made life very difficult for the common man and urged government to do something about it.
“If not because we do not have an option, nobody will use kerosene again. This is because firewood is equally expensive, difficult to use and environmentally unfriendly, coupled with the accompanying health risk.
“But we cannot continue like this. Kerosene is an essential commodity and is becoming beyond the reach of a common man.
“Just some few weeks ago, a gallon was selling for between N1,100 to N1,200 and suddenly there was a sharp increase to N1,600 a gallon. In fact, in some places, it is selling for N2,000.
“I am urging the government to look into our plight and urgently address the problem; otherwise there will be no hope for a better life for a poor man in this country,’’ she said.
Another consumer, Mr Amen Rabo, said he had turned to firewood because kerosene was beyond his reach.
“I cannot afford to buy kerosene, currently selling at N1,600. I am using firewood as an alternative, which is a bit cheaper compared with kerosene, with 10 pieces selling for N100.
“Unfortunately for us, 10 pieces of firewood cannot cook three square meals for my family a day; we just have to manage because kerosene is beyond our reach, ’’ Rabo said.
He called on government to look into the problem and save the common man from hunger, saying that “more money is being spent on kerosene instead of food items’’.

Nigerian drug dealer shot dead as Indonesian police bust Malaysian drug ring

Indonesian authorities nabbed a Nigerian man, Tanzanian woman and shot dead another man from Nigeria who were reportedly members of a Malaysian-based drug ring as they tried to smuggle marijuana and crystal methamphetamine into Indonesia, an official said on Friday, January 6.
Customs officials at Jakarta's Soekarno-Hatta International Airport had arrested the Tanzanian woman, whose name has not been unannounced as she arrived from Kuala Lumpur in the early hours of Wednesday, January 4th
The officials confiscated 138 grams of crystal meth hidden in 20 capsules and three grams of marijuana tucked into her underpants, and 66 more capsules of crystal meth that she had swallowed.
"We arrested the woman after conducting data screening," Customs and Excise director general Heru Pambudi said, adding that the Tanzanian woman had traveled to Indonesia on her boyfriend's instructions, a Uganda national in Malaysia.
Customs officials later teamed up with police officers to arrest two Nigerian men who were going to receive the drugs from the woman at a restaurant in Central Jakarta. Both men were allegedly part of the Malaysia-based drug ring.
They resisted the police's attempt to arrest them and tried to flee the scene, prompting officers to shoot. One of the men died at the scene. The Indonesian police have reportedly turned their attention to the Malaysian drug ring lately. "Better data and information exchange with the Customs Office has helped us enormously in investigating the Malaysian drug ring,"
National Police Chief Gen. Tito Karnavian said. The police and Customs officials have foiled 673 drug smuggling attempts into Indonesia between 2014 and 2017, and seized more than 2,000 kilograms of drugs.

Imo State pensioners protests: ''Pay us our 77 months arrears now or...''

Pensioners in Imo State, led by the state Chairman, Chief Gideon Ezeji, took to the streets Thursday and blocked both Okigwe road and the entrance to Government House Owerri as they protested the non-payment of their pension.
According to Ezeji; “As at December 2016, the state is owing Imo pensioners between 22 months and 77 months arrears. Our gratuities have remained unpaid since 1998 till date.”

They also described the recent plan by the state government to pay 40 percent of the accumulated arrears only while the pensioners forfeit the remaining 60 percent as callous and inconsiderate.
Reacting to the allegations, Sam Onwuemeodo, Chief Press Secretary to Governor Rochas Okorocha, released a statement stating that those who protested yesterday at the Government House are not pensioners and that the issue of pensions has been resolved.
“The truth of the matter as it concerns the issue of pensions in the state is that more than 99 percent of the pensioners in the state have been paid arrears of their pensions up to December 2016. The remaining one percent are pensioners who were omitted in the first payment exercise and they are at the moment receiving their cheques.” The statement read.

Onwuemeodo also denied claims that 60% of all pensioner’s salary was forfeited, saying that pensioners from grade level one to six were paid their full arrears while those on grade seven to seventeen are the ones who received 40% of their arrears.
